According to the embassy, Ambassador Abdul Hameed attended the inauguration ceremony on April 3 only because he was given false assurance by the local organizers and managers of the mosque that all the necessary legal approvals and permits from Japanese departments related to the construction had already been obtained. The embassy, trying to save face, ultimately stressed that they do not support any activity or construction that does not comply with local host country laws.
