Organization of training programs to provide technical knowledge of procurement process

Haridwar, 28 November (HS). A special training program on Community Based Procurement (CBP) was organized under the direction of Chief Development Officer Akanksha Conde in the auditorium located at Vikas Bhawan of the district headquarters. This program was conducted by the District Project Manager, Village Upliftment Project and all the district level staff. The main objective of the training was to provide information to community organizations and project staff on the technical and practical aspects of the procurement process, so as to make the process more transparent, efficient and effective.

Accountants of Mukhyamantri Udyamshala Yojana, Block M&E and LC of all development blocks and accountants of all CLFs participated in the training. These participants gained the necessary knowledge and skills to better understand the process of procurement at the community level and implement it practically.

During the training the participants were given information about various stages of the procurement process. In this, aspects of requirement determination, budget planning, preparation of tender documents, conducting bidding process and contract execution were explained in detail. The participants were also told what rules and procedures should be followed to ensure transparency and accountability in the procurement process. Specifically, how to use the e-procurement system and its associated benefits, such as cost control and quick implementation, were also discussed.

An important aspect of the program was to promote community participation. The training emphasized how community institutions like Cluster Level Federations (CLFs) can be actively involved in the procurement process. Special attention was paid to encouraging the participation of women and disadvantaged sections of the society, to make the process more inclusive.

Live examples and case studies were used during the training, which helped the participants understand the procurement process practically. The participants participated in group exercises and presented their ideas to find solutions to procurement related problems. Thus, the program proved to be not just a training but also an interactive session where the participants exchanged mutual ideas.

The participants received many benefits from this training. First, they gained a deep understanding of the technical and administrative aspects of the procurement process. Additionally, useful strategies were learned to empower community organizations and ensure financial transparency. The training also taught the participants how they can improve the procurement process to make it more efficient and effective.

After the program, as per the instructions of the Chief Development Officer, it has been planned to organize similar workshops at the block level also. Its objective is to ensure that community organizations and officials even at the village level have a better understanding of the procurement process. The suggestions and feedback received during this training will be compiled into a detailed report, which will be helpful in formulating future strategies.

Community Based Procurement Training proved to be an effective step towards community development. This will not only empower community organizations and project staff, but will also help them develop a transparent and accountable system.
