How to use the new feature
Install Link to Windows App.

Join the Windows Insider Program

Now first of all come to the Windows Insider Program website and register your PC.

Your PC must be included in either Dev, Beta, Release Preview, or Canary.

Now come to Manage devices.

Allow the PC to access the Android phone.
