If Aadhaar card is not available then Aadhaar card enrollment ID can be used first. Enrollment ID is issued after applying for Aadhaar card. But now it cannot be used for some purposes.
Now Aadhaar card enrollment ID cannot be used to make PAN card in India. If you do not have an Aadhaar card then you cannot make a PAN card with enrollment ID.
Apart from this, earlier Aadhar card enrollment ID could be used to file ITR. But now enrollment ID will not be used to file ITR.
