Allahabad High Court has issued a major administrative order regarding Additional District and Sessions Judge Ravi Kumar Diwakar, who has a distinct identity for tough and historic decisions in the judicial system of Uttar Pradesh. Ravi Kumar Diwakar, who till now was holding the responsibility of Additional District and Sessions Judge, Fast Track Court Number 3 and Presiding Officer of Special NDPS Court in the court complex of Muzaffarnagar, has now been appointed Additional Chief Justice of the Family Court of the district. This official transfer and posting order was issued on Friday by Allahabad High Court Registrar General Manjit Singh Sheoran. Judge Diwakar, who has been posted in Muzaffarnagar since November 29, 2025, has been in the news for almost 11 months in the fast track court, not only in the judicial world but also among the general public. He has set an example in the justice system by promptly disposing of decades-old criminal files.
The list of judicial decisions of Judge Ravi Kumar Diwakar is considered very strict and historical. During his tenure of only 11 months in Muzaffarnagar, while hearing in the fast track court, he awarded death sentence to a total of 23 accused in 10 different heinous murder cases. If we look at his entire judicial journey, till now, during his posting in different districts, he has given judicial orders to send a total of 35 hardened criminals to the gallows. After taking charge of Fast Track Court-3, he opened the 10 to 15 years old files gathering dust on priority basis and completed the speedy hearing by continuously recording the evidence. His methodology of delivering tough decisions without any delay in the cases of victims’ families who had been waiting for justice for a long time, created a strong fear among the criminals and his decisions continued to resonate in the legal circles of Western Uttar Pradesh.
Before posting in Muzaffarnagar, Justice Ravi Kumar Diwakar was serving as Civil Judge (Senior Division) in Varanasi, where he had given a historic order for videography survey of the much talked about Gyanvapi Masjid complex. After that decision, he came into the center of discussion on the national stage. However, after the order given in the Gyanvapi case, he also received continuous death threats from anti-social and extremist elements. He expressed concerns several times regarding his and his family’s safety. Even during his posting in Muzaffarnagar, he raised questions on the security arrangements and wrote a letter to the then SSP Sanjay Kumar Verma and the Director General of Police (DGP) of Uttar Pradesh, demanding to provide adequate security. Apart from this, the incident of sudden recall of 100 files related to murder cases from his court by the then District Judge Birendra Kumar Singh on August 18, 2026 also became a topic of considerable discussion in the judicial circles.
Judge Diwakar is not only known for his tough stance towards criminals but has also never shied away from using the legal whip on top police officers who are negligent in implementing the law. Recently, during the hearing of a serious NDPS case related to drug smuggling in Muzaffarnagar, he had expressed his strong displeasure over the gross negligence and laxity found in the investigation. Taking strong cognizance of the poor working style of the police, he had given instructions to take disciplinary action against many investigators and police officers including the then SSP of Muzaffarnagar and currently DIG of Saharanpur zone Abhishek Singh, the then SP City and currently SP of Kaushambi Satyanarayan Prajapat. For this, he had sent a letter directly to the State Director General of Police (DGP) and the Central Government’s Department of Personnel and Training (DOPT), New Delhi, and recommended fixing the accountability of the officers.
After fast track court and strict NDPS courts, now Ravi Kumar Diwakar will adjudicate cases related to matrimonial disputes, maintenance and family disintegration as Additional Chief Justice in the Family Court of Muzaffarnagar. A lot of curiosity is being seen among the local lawyers and litigants regarding this new assignment of the judge, known for his quick justice and strict nature in criminal cases. Experts believe that just as he quickly disposed of the files of murder and criminal cases pending for years, in the same way the process of compromise and quick decisions in the family cases stuck for years in the Family Court will get a new impetus.
