The Supreme Court has given clear instructions to the Central Board of Secondary Education (CBSE) that while making this special ID of the students, the consent of the parents should be compulsorily taken. The court has made it clear to schools and boards that parents should have a clear option to say ‘yes’ or ‘no’ to this so that this data related to the identity of any child cannot be shared without consent. What is APAAR ID and why were questions raised on it?

Under the Digital India initiative of the Central Government, ‘Automated Permanent Academic Account Registry’ i.e. Apar ID has been brought as a unique digital identity for every student in the country. Through this ID, the student’s academic records, sports, certificates and other achievements are claimed to be kept safe on a single digital platform. However, for some time now, there have been persistent concerns in the minds of parents and various organizations regarding data privacy and security of children’s personal information. Complaints were being received at many places that this ID of children was being forcibly made by the schools without giving complete information or with the explicit consent of the parents.

Big directive of Supreme Court and rights of parents

While hearing these concerns and petitions of the parents, the Supreme Court has taken strict cognizance. The court has told CBSE and the concerned education authorities that transparency should be maintained in the process of preparing AAPAR ID of children. After this direction of the court, it will now be the responsibility of the schools to provide such an option on the form or digital portal where parents can voluntarily choose whether they want to get their child’s Apar ID made or not. If a parent refuses to do so, it should not have any negative impact on the child’s education or other school activities.
