'Nothing works for the poor without taking money…' BJP minister's confession puts officials in tension

Dilip Kumar Jaiswal: This statement of Dilip Jaiswal, BJP minister in the NDA government led by Chief Minister Nitish Kumar in Bihar, that no work of the poor is done without taking money, has created a stir among the officials of the land reform department. Revenue and Land Reform Minister Dilip Jaiswal admitted that corruption is rampant in the land related works including mutation in the zonal level offices. Revenue officials and their lower level clerks and brokers have made the situation serious by joining hands with the land mafia. No work of the poor is done without taking money. The department is getting a bad name due to corruption in the zonal offices.

During a review meeting with Additional District Magistrates (ADMs) and Land Reforms Additional District Magistrates from across the state in Patna on Sunday, Jaiswal asked the ADMs whether we can get rid of this stain of corruption. He told the officials that this problem can be overcome with strong willpower. The minister appealed to the officials to start a campaign to reduce corruption by 10 percent from this month itself.

ADM should take initiative to reduce defamation

The minister said that the ADM will have to take initiative to reduce the bad reputation of the department. Change is not going to happen in a day, but if the will is strong then the task is not difficult. The ADM's order remains in the revenue department for months. Neither the zonal officer nor the land reform additional collector follow it. The fear of the ADM should reach the lower level officials. For this, he should regularly and thoroughly investigate the lower offices. The number of FIFO (First In, First Out) violations in the zonal offices is very high. There are 11 thousand 73 cases in this. FIFO should not be violated without the permission of the ADM. Action should be taken against the zonal CO who violates it.

Improve the performance of poor performers

In the meeting, Dilip Jaiswal reviewed various issues including encroachment, Abhiyan Basera, procession system, security of government land, mutation. The minister advised the poor performers to improve their performance. He said that the issue of corruption will not be solved. Banka district was praised for its better work in removing encroachment, while Madhubani district was criticized for improving it.

ADM will be ranked based on their work

Additional Chief Secretary of the department Deepak Kumar Singh said that all ADMs will be ranked on the basis of their performance. It will be assessed on that basis. Grievances are not being resolved properly in the region. 60 to 70 percent of the complaints are related to mutation. ACS Deepak Singh ordered everyone from ADM to CO to personally meet the people coming to the office and solve their problems immediately. He said that along with solving the issues of mutation and other services on time, take care of quality as well.
