
An election news is coming out from the Union Territories of Daman and Diu, and Dadra and Nagar Haveli which has created a stir in the entire political and social circles. Suddenly the names of about 29.7% i.e. about one-third of the voters have been completely removed from the new draft voter list released after a major decision of the Election Commission of India (ECI). This is the biggest and first case of such a large number of names being removed at the draft stage in the Indian electoral history.

Senior administrative officials monitoring this Special Intensive Revision (SIR) of the voter list have said that the main reason behind this unexpected figure is the special industrial economy of this Union Territory.

3 lakh migrant population: According to government data, the total population of this entire Union Territory (UT) is around 6.8 lakh.

Constantly changing address: Out of this population, about 3 lakh people are migrant laborers coming from outside states and working in various companies and factories here. This floating population constantly changes their places of residence due to employment and better opportunities, which makes it difficult to match them in government records.

According to the official report released by the administration, various technical and practical reasons have emerged behind the removal of such a large number of names from the voter list, which are as follows:

Absent/Untraceable (22.5%): When Booth Level Officers (BLOs) visited the registered addresses of people several times for physical verification, these people were not found present at their given addresses.

Permanently Shifted (4.6%): These are those voters who have left this Union Territory forever due to change of job, transfer or any other personal reason.

Death (1.7%): The names of registered voters who have died have been officially removed from the list.

Duplicate Voters (0.6%): These were those people whose names were found registered simultaneously in the lists of more than one polling booth, assembly constituency or different states.

Other causes (0.2%): These names have been excluded due to some other formal and technical deficiencies.

The Union Territory had data of a total of 4.28 lakh registered voters, out of which only 3 lakh (70.3%) had submitted their enumeration forms during the verification drive that started on June 4. At present, only the names of those whose identity or documents were not found have been excluded from this draft list.
Opportunity for improvement: The administration has made it clear that the public need not worry at all, because this is not the final list. Those legitimate voters whose names have been removed from this list can get their names added again by showing their necessary documents within the stipulated time of ‘Claims & Objections’ given by the Election Commission. Along with this, new eligible voters can also register their names by filling ‘Form 6’. After all these corrections and scrutiny, the final and pure voter list will be August 11, 2026 Will be published officially.
