Dehradun, August 13 (HS). In the meeting of the Dhami cabinet, many important proposals and schemes have been approved, including making Pithoragarh-Almora a municipal corporation, amendment in the policy of giving subsidy on tourism industry, making Bhagwanpur Mandi the main market, promulgation of Uttarakhand Surface and Mining Mineral Supervisor Service Manual, increasing the compensation amount on the death of a prisoner, including the tourism of Panchkedar-Panch Badri in the UNESCO World Heritage Site.

On Tuesday, a cabinet meeting was held under the chairmanship of Chief Minister Pushkar Singh Dhami in the Secretariat. The briefing was not held due to the date of the assembly session being fixed. The promulgation of Uttarakhand Tourism Entrepreneur Incentive Scheme-2024 has been approved. The Chief Minister has been authorized in relation to the promulgation of Uttarakhand Municipal Corporation (Reservation and Allotment of Places and Posts) Rules-2024 and Uttarakhand Municipality (Reservation and Allotment of Places and Posts) Rules-2024. At the same time, the policy of giving subsidy on setting up tourism industry in the mountains has been amended. Apart from this, exemption has been given regarding the date of in-principle approval on CAF for the approval of financial incentives provided under the Micro, Small and Medium Enterprises Policy 2015 (as amended).

The cabinet has decided to upgrade the Municipal Councils of Almora and Pithoragarh to Municipal Corporations. Approval has been given to extend the boundary of Municipal Council Ramnagar under the Urban Development Department. It has been decided to separate Semigwad area from Municipal Council Karnaprayag under the Urban Development Department. Approval has been given to the selection of the institute to include Panchkedar-Panchbadri in the Uttarakhand Tourism UNESCO World Heritage Site. This will increase the number of national and international tourists and revenue in the state. Along with this, along with providing self-employment to the residents of the state, it will also help in reverse migration in the state. In the same sequence, Abha Narayan Lamba Associates has been selected to take action to include Panch Kedar and Panch Badri in the UNESCO World Heritage Site.

Bhagwanpur Mandi will be made the main Mandi under the Agriculture and Farmers Welfare Department.

The cabinet has approved the Uttarakhand Compensation Policy (2024) for payment of compensation on the death of prisoners. Now compensation ranging from Rs 2 lakh to Rs 5 lakh will be given under this. It has been decided to promulgate the Uttarakhand Prison Administration and Reform Services Department (Ministerial) Service Rules 2024. Approval has been given for the promulgation of Uttarakhand Police Sub Inspector and Inspector (Civil Police/Intelligence) Service (Amendment) Rules 2024. It has been decided to amend the linguistic error and pay scale, grade pay, designation of certain posts in Government Order No. 3 regarding creation of posts for Central Training Institute under Home Guard and Civil Defence Department.

According to the cabinet, free allotment of land proposed for the establishment of new Kendriya Vidyalaya in Pauri district Kotdwar and in addition, free land will be allotted for the establishment of new Kendriya Vidyalaya in the state. Six posts have been unfrozen in relation to unfreezing the vacant posts in Uttarakhand State Science and Technology Council (U-COST), an autonomous institution operating under the Department of Science and Technology, Information Technology Suraj and Science Technology Section-2, and starting the recruitment process. Municipal Council Doiwala was upgraded from category 3 to 1. Approval has been given to implement the new guidelines issued by the Government of India under Other Backward Classes (Pre-Matric and Post Matric) and EBC Scholarship Scheme in the state.

In the cabinet meeting, Uttarakhand Sports University Bill 2024 and Uttarakhand Public and Private Property Damage Recovery Ordinance 2024 will be tabled in the assembly for bill. Apart from this, the annual report of the commission for the year 2020-21 and 2021-22 will be tabled in the assembly as per the provisions of the Act in Uttarakhand Other Backward Classes Commission. In the meeting, approval has been given to bring a bill for amendment of the Land Act 1950. Approval has also been given to exclude Govind Ballabh Pant University from the limits of Nagarpalika Parishad Nagla and to promulgate Uttarakhand Home Guard Welfare Fund Amendment Rules 2024.

Approval has been given to include Additional Chief Secretary/Principal Secretary/Secretary, Rural Development and Commissioner, Rural Development as members in the Board of Governance of Uttarakhand Rural Development and Panchayati Raj Institute in the list of Board of Governors of Uttarakhand Rural Development and Panchayati Raj Institute. Sub-rule (5) of Rule-14 of Uttarakhand Mining (Prevention of Illegal Mining, Transportation and Storage) Rules-2024 has been amended. Now approval has been given regarding re-implementation of One Time Settlement Scheme. Promulgation of Uttarakhand Surface and Mining Mineral Supervisor Service Rules-2024 and promulgation of Uttarakhand Geology and Mining Subordinate Technical Service Rules-2024 has been approved.

Under the Social Welfare Department, creation of a total of seven posts for the operation of the newly constructed old age and disabled housing home with a capacity of 50 elderly people in Raiwala, Dehradun and construction of old age and disabled housing home in every district of the state has been approved. Approval for promulgation of Uttarakhand Territorial Armed Constabulary Subordinate Officer Service (Amendment) Rules 2024. It has been decided to adjust the salary during the strike period of Uttarakhand Diploma Engineer Federation by making the earned leave of the concerned personnel. Nine temporary posts of Field Assistant / Master Trainer have been created in Aromatic Plant Center, Selaqui under Agriculture and Farmers Welfare Department.
