Giridih MP Chandra Prakash Chaudhary has demanded a high-level impartial investigation into the irregularities in the tenders invited and allotted in the Road Construction Department of Jharkhand state. Choudhary has also demanded an investigation into the earning of disproportionate assets of the contractors and officials involved in this work so that corruption can be curbed.

The MP has also written a letter regarding this to the Director of Enforcement Directorate, Director of Central Bureau of Investigation, Director General of Anti-Corruption Bureau, Chief Secretary, Secretary of Cabinet Monitoring and Coordination Department and Secretary of the concerned department on Wednesday. In the letter he has said that the government is suffering financial loss due to irregularities in the tenders invited and allotted. The tender works are being allotted by the concerned officials of the department at an amount higher than the BOQ amount to benefit some particular participating bidders. I am also receiving information that the minimum tender amount of most of the tenderers in whose favor the tender works have been or are being allotted is more than the BOQ amount of that tender work.

He has mentioned in the letter that many participating tender cars belonging to the state of Jharkhand, which are registered in the appropriate category under the Road Construction Department and fulfill all the conditions and qualifications prescribed by the tender invitation SBD, have also participated in the bidding process. Those whose minimum tender amount is less than the BOQ amount of the invited tender, their tender is not being settled in their favour. The tenders of these tenderers are being deliberately declared non-responsive and canceled without hearing their views, which is against the basic principles of natural justice and the spirit of the tender. He said that the work is being allotted only to some selected special tenderers who have formed a cartel by the departmental officer and meanwhile the tenders of the remaining participating tender cars are being declared non-responsive. Eligible and local tender cars are being removed from tender participation by making them unresponsive and only special tender cars are being technically qualified in the tender and work is being allotted to them at higher rates. The basic spirit of the tender is to attract maximum competition, but deviating from the basic spirit, the government is allotting the work to a few selected tenderers at a price higher than the BOQ.

Based on the information available on the e-tender portal of the Jharkhand Government, a table is being attached, from the perusal of which it will be clear that the government is opening the financial part of only two-three tender cars by technically disqualifying the tender cars. Is. These are specially selected tenderers and they are being allotted work at higher prices, which is causing financial loss to the government. He said that this type of functioning by a departmental officer is not expected in any way and due to his actions the government is facing financial loss, which is a matter of serious public interest.
