The latest report of the Special Investigation Report and Administrative Efficiency Assessment (SIR – State Internal Review / Special Investigation Report) conducted by the state government in Jharkhand has been released. This report has exposed the ongoing development schemes, administrative accountability and police-administrative efficiency in various districts of the state. According to the official ranking released, Lohardaga and West Singhbhum (Chaibasa) districts, which are considered Naxal-affected and inaccessible, have secured the top position in the entire state, showing excellent administrative management and prompt implementation of public welfare schemes. On the other hand, the performance of Dhanbad, famous as a coal belt, and Godda, the main district of Santal Pargana, has been very disappointing, which have got the lowest position in the list. As soon as this review report of the government became public, there was a stir in the administrative department and it is considered certain that the officials of the districts performing sluggishly will be punished.
#1 Great performance of Lohardaga and West Singhbhum: Know how they won?
In this latest SIR report of Jharkhand, Lohardaga district has surprised everyone by securing first position and West Singhbhum second position. These districts, which generally suffer from lack of infrastructure and security challenges, have scored excellent marks on all government parameters. Lohardaga administration has recorded record improvement in prompt redressal of public grievances, use of digital governance, effective implementation of MNREGA schemes and rural health services. Similarly, West Singhbhum district has shown unprecedented success in transparent distribution of Government Ration System (PDS) and assets to inaccessible and remote forest areas. The mutual coordination between the Deputy Commissioners and Superintendents of Police of both the districts is being highly appreciated at the state level.
#1 Coal capital Dhanbad and Godda lag behind: Administrative laxity proved costly
Dhanbad and Godda, which are among the highest revenue generating and developed districts of the state, being at the bottom in this ranking has become a matter of great concern for the government. Dhanbad district, which has no dearth of infrastructure and resources, lagged behind due to pending public issues, negligence in civic amenities and improper utilization of development funds. Whereas in Godda district, marks were deducted due to non-timely execution of social welfare schemes and administrative delays. It was found in the review meeting that due to the negligence of local officials in these districts, the general public has to make rounds of government offices, which is adversely affecting the image of the government.
#1 What are the main parameters of SIR evaluation?
This special review report prepared by the Government of Jharkhand is prepared on the basis of many stringent and modern criteria. In this, mainly the following points are thoroughly evaluated:
-
Law and order and speedy justice: Crime control, case disposal rate and civil defense arrangements.
-
Access to public welfare schemes: Implementation of pension, ration distribution, housing scheme and health services on the ground.
-
Good utilization of development funds: To spend the allocated budgetary amount in a transparent manner and within the time limit.
-
Digital Grievance Redressal: Time bound resolution of complaints of general public received on the state government portal.
#1 Strict warning to officials of sluggish districts, Chief Secretary asks for report
As soon as the official figures of this report came out, the Chief Secretary of the state and the Home Department have taken a strict stance. Preparations are being made to issue show cause notices to the district magistrates of Godda and Dhanbad and heads of concerned departments who are performing poorly. Clear instructions have been given from the government level that if comprehensive improvement is not seen in the report cards of these districts by the next quarterly assessment, then strict disciplinary action will be taken against the responsible officers. This transparent review system has created an environment of competition among other districts of the state so that they can improve their ranking.
