Liquor shops closed in Delhi on 9 and 10 October; Excise department issued order for dry day, know the reason

All retail liquor shops will remain completely closed in the national capital Delhi today, Friday (October 9) and Saturday (October 10). The Excise Department of Delhi Government has issued this official order keeping in mind the security input of Delhi Police and the possible law and order situation.

According to senior officials of the Excise Department and Delhi Police, this precautionary step has been taken in view of the proposed massive protests in Delhi and to maintain peace and order in the capital. A ‘Delhi Chalo’ protest has been called at Jantar Mantar on October 10 by some organisations, including the Cockroach Janata Party (CJP), to protest against Chief Election Commissioner (CEC) Gyanesh Kumar and alleged irregularities in the ‘Special Intensive Revision’ (SIR) process of the Election Commission. According to the input received by the security agencies, a large number of youth and protesters from many states of the country are expected to gather in this demonstration. To avoid any kind of ruckus, disturbance or possibility of spoiling the atmosphere by anti-social elements, the administration has decided to impose a complete ban on the sale of liquor in the entire city for two days.

According to the official circular issued by the Delhi Excise Commissioner, October 9 and October 10 have been declared as dry days using the powers conferred under the Delhi Excise Rules 2010. Under order:

  • License Categories: All retail liquor shops (Retail Liquor Vends) holding L6, L6FG, L8, L10 and L14 licenses in Delhi will remain completely closed for the next 48 hours.

  • Government and private outlets: Other retail outlets operated by all the four government corporations (DTTDC, DSIIDC, DCCWS, DSCSC) operating in Delhi will remain closed.

  • Action on rule violation: The department has clarified that if any vendor is caught selling liquor secretly or illegally, his license will be immediately canceled and strict legal action will be taken.

In view of the call for this big demonstration, Delhi Police has clarified that no permission has been given for any kind of dharna or unauthorized gathering at Jantar Mantar. About 11 thousand additional Central Armed Police Forces (CAPF) personnel are being deployed to maintain peace in the capital, taking the total number of security forces in the city to beyond 25 thousand. Intensive checking and barricading of vehicles is being done at all major border points with Uttar Pradesh and Haryana – Ghazipur, Chilla, Tikri, Singhu and Badarpur.
