Kitchen and bathroom water will have to be recycled in plots larger than 2500 square meters

Jaipur, August 8 (HS). Keeping in mind environmental protection and the continuously decreasing water resources in the state, the PHED department is making many major changes. To use the kitchen and bathroom water used in a plot of 2500 square meters or more, the building owner will have to make a mandatory arrangement for recycling. If this is not done, action can be taken against him. This will not include the water coming out of the toilet. If the gross built-up area is more than 10 thousand square meters, it will be necessary to install a sewerage treatment plant for the purification of waste water. Only cisterns with dual flush buttons will be allowed in the water closet used in the toilet. Keeping in mind the limited availability of water in the state, the Public Health Engineering and Ground Water Department and the Urban Development and Self-Governance Department have issued a joint circular to encourage the construction of waste water recycling and reuse system and sewerage treatment plant.

Public Health Engineering and Ground Water Minister Kanhaiya Lal said that for environmental protection, necessary provisions have been made for waste water purification and recycling in Regulation 10.11.2 of Building Regulations 2020. The primary responsibility of waste water treatment lies with the local body. On application by the user, the city level committee and environment committee constituted under the chairmanship of the District Collector have a provision to take a decision on the reuse of treated water at the rates prescribed in the State Sewerage and Waste Water Policy 2016 on the advice of the actual user.

Drinking water connection will be done only if there is a sewerage treatment plant in multi-storey buildings

Water Supply Secretary Dr. Samit Sharma said that according to the policy of issuing drinking water connection in multi-storey buildings by the department, it is necessary to construct and make functional the waste water recycling and reuse system and sewerage treatment plant as per the provisions of Rajasthan Building Regulations 2020. In its absence, drinking water connection will not be issued. Treated waste water can be used in agriculture, garden, irrigation, gardening in parks, road washing and spraying, among other works.

Certification will be done by the department for approval of drinking water connection

Dr. Sharma informed that in the approval process for drinking water connection, the construction and functional status of rain water recharge structure system, waste water purification and reuse system and sewerage treatment plant will be certified by the concerned junior engineer by inspecting 100% of the applications in his jurisdiction. Assistant engineer will inspect 40% of the applications in his jurisdiction, executive engineer will inspect 5% of the applications in his jurisdiction and superintending engineer will inspect 2% of the applications in his jurisdiction for drinking water connection and ensure certification. It will be essential to attach the certification in the application form for drinking water connection.
