During the ongoing SIR process in Jharkhand, a very sensational case of breaking into the administrative system and hatching a political conspiracy has come to light. A shocking incident has come to light in Sursa village under Mandar block of Ranchi district of the state, which has raised serious questions on the security and transparency of the electoral process. Here at booth number 191, two polling booth agents i.e. BLA together tried to execute a big conspiracy, under which they quietly conspired to remove the names of 35 valid voters from the voter list forever. These people had themselves filled Form-7 and prepared it in a fake manner and submitted it at the administrative level, so that the names of those 35 people could be removed from the voter list. The good thing is that due to the alertness and wisdom of the local Booth Level Officer i.e. BLAO, this dangerous game was exposed in time, otherwise many innocent voters would have been deprived of their franchise. As soon as this big conspiracy has been exposed, there is immense anger among the villagers of the entire area and they are making rounds of the administrative officials demanding strict legal action against the culprits.

An example of the extent to which vicious methods are being adopted to influence the electoral process was seen in Sursa village of Mandar, where voters falling under booth number 191 were targeted. During the SIR process, when the documents and lists were being verified, these two BLAs ignored the election rules and themselves filled Form-7 in the names of 35 different people and submitted it. The false and fabricated reason given in these forms was that the voters concerned were either no longer in this world i.e. absent or had permanently left that area and migrated elsewhere. The surprising thing is that all the 35 respectable and legitimate voters, for whose names this entire administrative paper game was played, are in reality residing completely safely in the same village and are leading their lives regularly. When BLAO deeply investigated all these forms and became suspicious, they immediately started conducting reconnaissance and immediately informed Mandar’s CO cum Assistant Election Registration Officer Chanchala Kumari as well as the local police station.
A major election crisis was averted due to the wisdom of BLAO and serious questions were raised on the role of polling agents.
This incident has once again proved how important the activism of BLAOs working at the grassroots level is in any democratic system. If that alert BLAO had not noticed these suspicious forms in time and had not confirmed it with the real people of the village, the names of those 35 innocent voters would have silently disappeared from the voter list forever. The main responsibility of these agents appointed by political parties is to cooperate with the Election Commission and the administration and help in preparing a transparent list, but when they themselves are found involved in such illegal and well-planned conspiracies, the foundation of democracy is shaken. According to administrative sources, a thorough investigation is also being done to find out who else were involved behind these two accused and whether the strings of this conspiracy are connected to any big political or external conspiracy.

As soon as the information about this nefarious conspiracy reached the common citizens and voters of Sursa village, a sensation spread in the entire area and people boiled with anger. Villagers say that trying to snatch away the voting rights of any citizen by manipulating papers in this way is a big crime which cannot be tolerated at all. The villagers united against this entire episode and protested strongly and raised the demand to expose the culprits. In this series, under the leadership of Anjuman Islamia Committee, Sursa, a large number of villagers and local people united and reached the office of Circle Officer (CO) cum Assistant Election Registration Officer of Mandar Chanchala Kumari and the local police station in-charge. There he submitted a written and detailed memorandum demanding that an impartial high-level investigation be conducted into this entire matter and the two BLAs who have committed this heinous act should immediately be registered an FIR against them and sent to jail. Seeing the anger of the villagers and the seriousness of the matter, the administration has also assured them that no culprit will be spared in this case and strictest action will be ensured as per the law.
