Ranchi, August 27 (HS). While hearing several public interest litigations related to the security of Jharkhand High Court, the division bench on Tuesday expressed strong displeasure over the delay in the construction of the Jharkhand Legal Service Authority (Jhalsa) building near the High Court.

During the hearing, the division bench orally said that in the year 2018, technical approval of Rs 48 crore was given for the construction of this building, which has reached Rs 57 crore in the year 2024. The state government should clarify why it is delaying the construction of the new building of Jhalasa even though the land for this has been allotted by the government and the land has also been fenced. Delay in construction increases the cost amount.

The court said that there has been a delay of six years in the construction of the new building of Jhalasa, the money that will be spent is the money earned by the public. It also said that if the reason is not clarified by the state government, then the Chief Secretary can also be called to the court. The old building of Jhalasa lacks many basic infrastructure like mediation center, auditorium.

The division bench has directed the Jharkhand State Bar Council to file a reply regarding the security and infrastructure of the civil courts of the state. The court has asked the council to file a reply on all these issues like what are the security deficiencies in the bar buildings of the districts and where buildings need to be built. Along with this, the court has also directed the central government to file a reply regarding the allocated funds.
