Ranchi, September 18 (HS). The special general body meeting of Jharkhand Administrative Service Association (Jhasa) was held at the local Tana Bhagat Stadium Sports Village. In the meeting, there was a deep discussion on the issues of reorganization of Jharkhand Administrative Service, time bound promotion, equivalence of Jharkhand Non SCS to Deputy Collector etc.
While introducing the topic, Jhasa's President Ranjita Hembram elaborated on the efforts made by the union so far. She said that the strength of the union lies in unity. Therefore, being a large cadre, despite natural differences of opinion, we have to display unity in every situation. She reiterated her resolve to strongly place before the government other pending issues like restructuring of the state administrative service, timely promotion, completion of departmental action against any officer within one year. Regarding the doubts arising among the members regarding the proposed restructuring of the state administrative service, she clarified that Jhasa will not accept the model of restructuring of Jharkhand Administrative Service on the lines of Bihar.
In the meeting, the members of the district executive committee also put forth their views. The officials advocated for the reorganization of the Jharkhand Administrative Service, but the members also reiterated that the service should not be reorganized on the lines of the Bihar model. Because, in view of the problems that arose after making the state civil service a premier service in Bihar, the officials of Jharkhand are skeptical about that model.
Opinion should be taken on the draft of service restructuring
While giving their opinion, the members of Jhasa said that if the government is thinking of reorganizing the Jharkhand Administrative Service, then it is a very positive thing, but the draft of the JAP reorganization proposal should be made public and the opinion of the JAP officers should be taken, the premier service should be finalized only after proper discussion on the interests and harms of the JAP cadre. The ongoing practice of considering the maximum limit of 15% set for the induction of non-state administrative service officers into the Indian Administrative Service as regular quota was unanimously opposed.
The union also expressed its displeasure over the decision taken by the government recently regarding the equivalence of the officers of the non-administrative service of Jharkhand with the sub-divisional magistrate. It was also decided in the general meeting to apprise the policy makers of the state about the concerns and sentiments of the officers on various subjects raised by them. Keeping in mind the interest of the Jharkhand Administrative Service, all the contemporary issues have been raised on the appropriate forums of the government. If the government does not accept their logical demands, then soon JASA will be forced to launch a massive movement.
