Two months after Meta's WhatsApp revised the pricing and rules for international authentication messages in India, some of its global customers, including Amazon, Google and Microsoft, have reverted to sending one-time passwords (OTPs) via SMS texts. This trend has led to a 50 per cent to 70 per cent month-on-month growth in international SMS volumes of telecom operators in India since March. The data showed that telecom operators collectively delivered 13 crore to 13.5 crore international OTP messages in March. Interestingly, Meta (WhatsApp, Facebook, Instagram) continued to contribute the most to SMS volumes.

This is because there is no clear definition of international traffic in telecom regulations

The price per message was up 20 times to Rs 2.3, though companies still charge half the traditional SMS rate.
