In a recent decision, the Supreme Court has ordered state governments and union territories to issue ration cards within two months to people registered on the e-Shram portal of the central government and working in the unorganized sector. The number of such people is around 8 crores. With the creation of ration card, such people will be able to avail benefits under the schemes of the Central and State Government and the National Food Security Act, 2013.
According to a report, the bench of Justice Hima Kohli and Justice Ahsanuddin Amanullah gave this order on the petition of social workers Harsh Mander, Anjali Bhardwaj and Jagdeep Chokar. The petition accused the Center and some states of not following the Supreme Court directions issued in 2021 on dry ration.
The Supreme Court had said in its 2021 order that while issuing dry ration, the state will not ask for identity card from those migrant laborers who do not have ration cards. After this, the court ordered to provide dry ration to the migrant laborers stranded in other cities including the national capital Delhi during the Corona epidemic only on the basis of self-declaration.
In April last year, Justice M.R. A bench of Justices Shah and Ahsanuddin Amanullah ordered state governments to issue ration cards within three months to migrant or unorganized laborers who do not have ration cards but are registered on the Centre's e-Shram portal. These portals are primarily designed for registration, registration, collection and identification of essential data of all unorganized workers.
Supreme Court's order to states and central government
Taking a strict stance on this, the Supreme Court has ordered the states and union territories to issue ration cards to about eight crore people registered on the portal within two months. In its decision, the court has also warned the states that there should be no obstacles in the way of issuing eKYC ration cards.
