• First of all go to https://sarthi.parivahan.gov.in/.
• After this, first of all you have to select the concerned state.
• Then apply for a new learner license by going to the 'Learner License' menu.
• Generate OTP by entering your Aadhar card details and mobile number.
• Fill the Learner License Application Form and click on the Next button to proceed.
• Submit the Learner's License application fee here and select the test appointment date at the RTO.
• Visit the RTO on the scheduled date with necessary documents and fee slip.

Besides, you will also have to choose whether you want to give the test by going to RTO or want to give the test online sitting at home. If you choose to take the test by going to RTO then you will have to go to RTO on the scheduled date. If you choose the option of online test sitting at home then you will not need to go to RTO. After passing the test, your learner license will come home.
