Development, nationalism, security, public welfare should be seen as per the Preamble of the Constitution: Vice President

New Delhi, 16 December (HS). Vice President Jagdeep Dhankhar on Monday while reflecting on the vision of India’s future said that development, nationalism, security, public welfare, positive governance schemes should be seen from only one perspective and that is the perspective of the Preamble of our Constitution.

The Vice President stressed the importance of accurate land management while addressing the 7th Defense Estates Day Lecture at the National Institute of Defense Estates Management (NIDEM) in Delhi today. He said that in our journey towards a developed India in 2047, accurate land management with effective utilization is of paramount importance and hence I would appeal to you to ensure the required utilization of your land bank. Necessary use should be done after consideration. It should be holistic. It should be innovative.

The Vice President said that defense estates in dense urban areas have serious commercial dimensions and hence those who want to bring development in these areas also need their permission. There should be more focus on transparency and accountability. Emphasizing the important role of transparency and accountability in defense asset management, he highlighted uniformity and promptness as the biggest hallmarks of transparency and accountability.

Dhankhar said whenever there are development issues that are beyond your estate and require your approval, it should be structured and assessed. No one should doubt that there is some element of discrimination, even invisible, in an institution like this. The Vice President appreciated the transformative impact of the Indian Defense Estates Service. He said your monitoring of this land is important for both strategic defense infrastructure and sustainable development. He said that many countries do not have such vast land resources.

Highlighting the need to resolve disputes, he said that people live in your neighbourhood. You also have people who claim rights of way through your properties. The cases also reach the courts and now this is where your primary focus should be on having a structured mechanism so that through negotiations we achieve a solution.

The Vice President stressed on visionary strategies and suggested exploring innovative, natural and organic approaches. He said that people often talk about growth in agriculture, productivity and other areas of the world. They are taking full advantage of it. You can become a role model for farmer, organic and natural farming. You can also return to the same situation as before in terms of fruits, vegetables, dairy products.
