Mumbai: The State Consumer Disputes Redressal Commission rejected the appeal filed by Indian Railways against the District Commission's order. The District Commission held the Railways responsible for the theft of passenger's luggage in a moving train and said that the Railways' service as a service provider was deficient.
The State Commission said in the order that if the passenger proves that the theft or loss has occurred due to the negligence or mismanagement of the Railways, then security cannot be given to the Railways.
The state commission had earlier cited certain duties of train conductors to take care of the safety of passengers in second and third AC class coaches.
In April 2018, Bhanu Prasad Shukla and his wife Meena Shukla were traveling to Bhopal and took a second class AC ticket of Punjab Mail. When the train reached Burhanpur at 3 in the morning, Meena found valuables including money. A bag containing 2.51 lakh votes went missing. He shouted and informed the people nearby including the ticket checker. In 2020, the couple filed a complaint with the district commission.
