Central government gave obstacles instead of relief to industrialists, Center stopped schemes like CLCSTU, Tough, ICS

Ludhiana: During its tenure, the BJP government at the Center did not do much to provide relief to the industrialists of Punjab, especially the factory owners of Ludhiana, rather the Center took many such decisions which upset the industrialists. By creating various kinds of obstacles… factory owners of Ludhiana are running their factories on their own.

The Central Government had started the Credit Linked Capital Subsidy for Technology Upgradation Scheme (CLCSTU) to make MSME industrialists technologically stronger but the government has discontinued this scheme for many years. The Center provided technical subsidies to the industrialists under the Technology Upgradation Scheme (TUFF), the Center provided subsidies to the industrialists under the International Cooperation Scheme (ICS) for setting up their stalls in the exhibitions held abroad and visiting the exhibitions. Under this scheme, industrialists used to participate in exhibitions held abroad to keep themselves updated, but the Center has stopped this scheme.

Despite the Congress government in Punjab and the Aam Aadmi Party government in the last two years, the central government did not provide much relief to the factory owners. Like Himachal Pradesh and Jammu and Kashmir, Punjab has also not been given special relief. The Punjab government did not even fulfill the promise of providing Rs 5 per unit electricity to industrialists.

Of the bicycles and bicycle parts manufactured in the country, 85 percent are manufactured in Ludhiana, the industrial capital of Punjab. More than 70 percent of hosiery products are manufactured in Ludhiana. Apart from this, products like agricultural machinery, agricultural equipment, nuts bolts, auto parts, sewing machines etc. are manufactured in Ludhiana in Punjab. An airport could not be built to accommodate the quick arrival of industrialists coming to Ludhiana from different parts of the country and abroad and factory workers are looking disappointed due to non-operation of regular flights from Sahnewal airport. The Central Government has amended Section 43-B of Income Tax and issued an order to pay the dues to industrialists within 45 days. He has also announced to approach the Supreme Court in protest against this.

Instead of providing relief to industrialists, Center brought destruction: Jindal

Badish Jindal, President of All Industries and Trade Forum, said that instead of providing relief to the industrialists, the Central Government has issued such orders which have brought trouble to the industrialists who are doing their business peacefully. He said that the Center stopped the subsidies given to factory owners under various schemes. On the other hand, industrialists have been harassed by amending Section 43-B of Income Tax, while a Deferred Payment Council has already been constituted for payment of the money.

Relief from fixing minimum import price on clothes: BawaTarun Bawa, president of Bahadur's Textile and Knitwear Association, said Indian hosiery and textile traders were in a bad situation because the Indian government had not fixed the minimum import price for the clothes coming from China. But the Center has provided relief to industrialists by fixing minimum import price on clothes. He said that it would have been better if the amendment in Section 43-B of Income Tax had also been stopped.
