There are many other ways to study that do not require a study permit.

But the IRCC rules also include some exceptions under which one can study at top Canadian universities without a study permit. Who can study in Canada without a study permit?

Studies in Canada range from graduation to post graduation. But international students seeking entry into Canada to study post-secondary programs of six months or less duration do not need a study permit.
family or employee of the foreign representative
Family members or employees of a person accredited by Global Affairs Canada (GAC) as a foreign representative in Canada do not need a study visa to study in Canada. Here foreign representative means ambassador or diplomat. But your embassy should clarify through GSC whether you will need a study permit or not.
Members of the armed forces of a country enrolled under the Visiting Forces Act
Some members of foreign armed forces who are on official duty in Canada do not need a study permit to study here. These rules are for people who are members of the armed forces of any country and fall under Canada's Visiting Forces Act (VFA). But family members of members of foreign armed forces will need a study permit to study in Canada.
Indians registered in Canada
People with registered Indian status in Canada do not need a permit to study in the country, even if they are citizens of another country. Registered Indian status does not mean citizen of India. This status has been given to indigenous people in Canada.

Refugees or minor children of refugees or minor children of refugees do not require a study permit. Similarly, children of Canadian citizens and permanent residents do not require a study visa.
