After personally welcoming PM Modi, First Deputy PM Manturov dropped him off in his car to the hotel. This welcome ceremony is quite different from the previous visits of the Chinese President, where the Chinese President was welcomed by a lower-level Deputy Prime Minister. PM Modi has reached Russia for the first time since the war started in Ukraine in February 2022.
The decades-old friendship between India and the Soviet Union has been very strong since the Cold War, which continues even after Russia came into existence. Russia was once India's largest arms supplier. However, the Ukraine conflict has exhausted Russia's military resources, due to which India's imports from Russia have declined in recent years. Along with this, India has also become the main buyer of cheap oil from Russia. Oil also contributes a lot to Russia's economy. This has given a new shape to the energy partnership. In which India has saved billions of rupees. At the same time, Russia's war cell has also been strengthened.
This is PM Modi's first bilateral visit to Russia after coming to power for the third time and also his first visit since 2019. As India seeks to balance its long-standing ties with Russia with increased security cooperation with Western powers, the high-level welcome by Russia underlines India's continued importance as a partner despite the changing global landscape.

Russian President Vladimir Putin invited him to his residence. As soon as Modi reached the door, Putin first shook hands with him and then hugged him. Later Putin and Modi also took a ride on an electric golf cart, which Putin himself drove. Meanwhile Putin kept showing Modi the beautiful garden.
During the meeting, the friendship between PM Modi and Putin came to the fore. Putin also called Modi his best friend. Informal talks took place between PM Modi and President Putin but the official bilateral level meeting between the two leaders is scheduled to take place on Tuesday.
