The Bharatiya Janata Party (BJP), while terming the provisional reservation announced for the civic elections as legal, has accused the Congress of trying to postpone the elections. Senior party MLA and Select Committee member Vinod Chamoli said that Congress is raising questions on the election process due to fear of possible defeat in the elections.
Vinod Chamoli, while talking to journalists on Saturday, said that all sections have been given rights as per the predetermined policy. He said that the kind of statements that Congress State President Karan Mahara is giving regarding reservation in civic bodies, completely shows the lack of knowledge of a leader of a national party and a person who was the Deputy Leader in the House. They should know that reservation is determined for each institution. No government can either reduce or increase it on its own. Whereas SC category has 9 percent reservation in Municipal Corporations and similarly 14 percent is fixed in Municipality and 13 percent in Nagar Panchayat. On that basis only the government has determined the reservation. Now, since the number of corporations is less, it is not possible to give reservation to ST community on mayor seats and this has been happening already. Similarly, representation has been given to the OBC category only on the basis of the report of the OBC Commission made on the recommendation of the Supreme Court. Under which, 18 percent seats in Municipal Corporation, 27.9 percent seats in Municipality and 34.8 percent seats in Nagar Panchayat have been given to backward communities. On the basis of demography, ST category has been given 1 seat each in Municipality and Nagar Panchayat President. Whereas 33% reservation for women has been ensured in corporations, municipalities and nagar panchayats.
Giving sequential information about reservation in civic bodies, he said, OBC category has been given reservation in the form of 1 woman candidate in 2 places out of 11 municipal corporations, while women have been given representation in a total of 04 places including 1 SC and 1 OBC. . Similarly, in total 43 municipalities, we are going to see 14 women including 12 OBC, 6 SC and 1 ST as presidents. Whereas in 46 Nagar Panchayats, women have been given a chance on a total of 16 seats including 16 OBC, 6 SC, 1 ST.
He said that he is a member of the Assembly Select Committee whose decision the Congressmen are spreading lies about. In view of the demographic changes in the state, some questions were raised in the Assembly regarding OBC reservation in civic bodies. The Select Committee was formed only after discussion. The Select Committee, after deep discussions in its three meetings, approved OBC reservation on the basis of 2011 census. After which the government proceeded with the entire constitutional process and determined the reservation. As far as they say that the recommendation of the Select Committee has not come, then they should be aware that the committee had already given a clean chit regarding the elections regarding reservation. Acting on his recommendation, the government brought the ordinance. Now that civic elections are going to be possible by adopting all the statutory procedures, the Congress has changed its stand from the previous one.
He targeted that till yesterday the Congress used to complain that BJP is postponing the elections, does not want to hold elections, does not want to hold elections due to fear of defeat. Congress was making all kinds of false political allegations for the last 06 months. Now those bodies are raising many apprehensions, confusion and rumor filled questions on the election process. He should answer whether he does not want to make the choice? Does he want to push back the elections? Is she scared of Congress elections? Also alleging that after the civic elections are almost certain, the fear of Congress’s defeat is clearly visible in their statements. While advising Mahara, he said that before saying anything on sensitive and serious issues, he should study the subject and update the information.
