Bihar Property Registration: ‘Boom’ in the land market in Bihar amid wholesale inflation, government will raise ₹ 10,000 crore from registry!

While on one hand, due to global tension, the shadow of inflation is looming over the whole world and in India too, wholesale inflation has increased to 9.87 percent in June, on the other hand, amidst all this, very shocking figures are coming out from the property market of Bihar. People are indiscriminately purchasing land and houses in the state. In the last three years, there has been a record breaking increase in the revenue received from stamp duty and registration in the state. In view of this growth, the Bihar government has set an ambitious target of earning a bumper income of ₹ 10,000 crore from stamp duty and registration fees alone in the current financial year 2026-27.

Big jump in budgetary figures: More than 21% increase in 2 years

The Bihar government has full hope of filling its coffers with this boom in the property market. This target of ₹ 10,000 crore set in the budget for the financial year 2026-27 is about 21 percent more than the revised estimate (₹ 8,250 crore) for the year 2025-26. If we look at the figures for the year 2024-25, during that time the actual earning from this item was ₹ 7,976 crore. These continuously increasing figures clearly show that the process of property registry in the state remains very strong.

Government has collected Rs 476 crore more than expected

This confidence of the government is not based only on paper expectations, but is based on the performance of the past years. In the budget for the financial year 2024-25, the government had estimated to collect ₹7,500 crore from stamp duty, but when the actual figures came, ₹7,976 crore was deposited in the treasury. That means the government got 6 percent more profit than expected and additional profit of about ₹ 476 crore, which proves that the pace of real estate market in Bihar is much faster than expected.

There will be huge earning of ₹800 crore from land revenue also

Bihar government is strengthening its financial position not only through land registry but also through direct land revenue. In the new budget 2026-27, the target of raising ₹800 crore under land revenue has been fixed, which is 14 percent more than last year’s revised estimate (₹700 crore). At the same time, in the year 2024-25 this earning was only ₹ 571 crore. This gradual development shows that the government is working on a concrete strategy to expand the scope of land-related revenue sources.

Registry process will be completely paperless and digital from August

The government is also carrying out administrative reforms to prevent fraud in the purchase and sale of land and to make the process transparent. From August 2026, the registry of land, flats and houses in Bihar is going to be completely paperless and digital in a phased manner. It has been started on July 11 from Hajipur District Registration Office. In the first phase of Bihar Registration Rules 2026, 10 offices are being digitalized, in which after Hajipur, 9 more offices will be added from July 18. After this, people will not have to visit offices carrying thick files.

Circle rate increased to 100%; There will be a direct impact on the pocket

To increase the revenue at double the pace, the government has drastically increased the land valuation and government rates. Under the new system, the minimum price of land in urban areas i.e. circle rate has been increased by 100 percent. At the same time, in rural and peripheral (semi-urban) areas the circle rate has been increased by 1.6 times. Apart from this, stamp duty has also been increased from 7% to 8%, while registration fee of 2% will remain applicable as before. Due to increase in government rates in many border areas like Raxaul, the burden on the pockets of buyers will directly increase and the government’s revenue will also increase in the same proportion.

Government’s dual strategy amid opposition’s economic claims

For some time now, the opposition has been continuously attacking the government regarding the financial condition and fiscal deficit of Bihar. In such a situation, the government is adopting a dual strategy to prove itself on the economic front. On one hand, to increase investment, land is being given on lease to industrial projects, toll tax on highways and tax collection in Panchayats is being strengthened. On the other hand, along with providing convenience to the public by digitizing the registry, preparations have been completed to take the government treasury to a record level through increased circle rate and stamp duty.
