Big questions have once again arisen regarding transparency and fairness in the examinations of Bihar Public Service Commission (BPSC). The state’s Economic Offenses Unit (EOU) has arrested Atul Raj Pandey, the main conspirator and mastermind in the massive rigging and paper leak case in the recently concluded BPSC-AEDO (Assistant Education Development Officer) and Sanitation Officer examination. This sensational revelation has created a stir among lakhs of youth preparing for competitive examinations. Initial investigation by the investigating agencies has revealed that this entire syndicate was sabotaging the sanctity of the examination by managing the examination centers and with the help of the solver gang.
The whole game was going on under the guise of a biometric operator.
According to Economic Offenses Unit (EOU) officials, Atul Raj Pandey, the main mastermind of this entire fraud, was connected to the network that handles the technical arrangements at the examination centres. He had earlier worked with companies that supplied jammers, biometric systems and manpower to the examination centres. Taking advantage of this experience and access, he had set up his people inside the examination centres. When irregularities were detected during biometric testing and exchange of answer sheets at AN College and other examination centers in Patna, links started coming together and eventually this big racket was exposed.
How the rigging was exposed and the role of Salwar Gang
This whole issue started when a candidate was caught with the answer slip during the examination. When the investigation was carried forward, the biometric staff and other associates were directly linked to Atul Raj. Many such digital evidence and documents have been recovered from the mobile phones of the accused and his associates, which prove that a deep conspiracy was hatched to leak the exam question papers and get them copied at the centres. During the interrogation of EOU, the mastermind has also revealed the names of many such places and people, where questions were solved sitting and answers were delivered to the candidates through the solver gang.
Strict stance of government and commission, examinations canceled
After incidents of such widespread rigging and paper leaks came to light, the Bihar Public Service Commission and the administrative machinery have adopted a very strict stance. In view of the activities of this syndicate playing with the future of the students, the respective examinations have been canceled so that no injustice is done to the bright and honest students. Under the new and strict law ‘The Public Examination (Prevention of Unfair Means) Act’ made by the government, strict legal action is being taken against all the accused involved in this case, in which there is a provision for long punishment and heavy fine.
Further investigation and search for other faces of the network
After the arrest of mastermind Atul Raj, the Economic Offenses Unit has now started arresting other sleeper cells and helpers associated with this syndicate. It is being investigated to what extent this network had reach within the Commission or at other administrative levels. This big action has created a stir among the examination mafias, on the other hand, the youth preparing for competitive examinations have demanded that the big faces who patronize such gangs should also be exposed so that such incidents are not repeated in future.
