Big action before CJP’s Jantar Mantar demonstration; Internet services suspended within 4KM radius, connection cut for 24 hours


The security agencies and the Home Ministry have taken a very strict stance regarding the big protest of the Cockroach Janata Party (CJP) proposed on Saturday, October 10 in the national capital Delhi. To maintain law and order in and around Jantar Mantar and to prevent the spread of any kind of rumor on social media, mobile internet and data services have been temporarily suspended in a sensitive radius of 4 kilometers of New Delhi district on the instructions of the Union Home Ministry (MHA). This restriction has been implemented from Friday midnight to 12 midnight on Saturday i.e. for full 24 hours. Section 163 (earlier Section 144) is already in force in the capital and Delhi Police has clearly refused to give any kind of administrative permission to this demonstration. Despite this, after the input of thousands of youth and protesters from different parts of the country reaching Lutyens Delhi, the security system has been put on full alert mode.

According to the official order issued by the Home Ministry to the telecom service providers, 2G, 3G, 4G and 5G mobile data services will be completely disrupted in all major administrative and commercial areas within a radius of 4 kilometers considering Jantar Mantar as the centre. Major areas affected include Sansad Marg, Connaught Place, Janpath, Barakhamba Road, Tolstoy Marg, Mandi House, India Gate, Patel Chowk, Dutva Path and areas around Rail Bhawan. Local residents, working professionals and tourists living in these areas will not get mobile data connectivity. However, emergency services, hospitals and landline broadband/fibre internet have been kept out of the scope of this suspension so that essential citizen services are not affected.

The Cockroach Janata Party (CJP) and several student-youth organizations had called for a ‘Delhi Chalo’ mega rally on October 10 against Chief Election Commissioner (CEC) Gyanesh Kumar and alleged anomalies in the ‘Special Intensive Revision’ (SIR) process of the Election Commission. The protesters allege that there have been large-scale irregularities in the names of voters as part of the voter list revision campaign. The organizers had appealed to lakhs of youth from many states of the country to gather at Jantar Mantar. According to reports of intelligence agencies, plans were being made to mobilize crowds and gherao sensitive government buildings through social media platforms such as X (Twitter), Telegram and WhatsApp groups. Police have considered internet blackout as the most effective weapon to prevent the crowd from going out of control and entering VVIP areas like Parliament House and North-South Block.

Jantar Mantar and the entire New Delhi area has been transformed into an impenetrable fort in terms of security. Apart from local Delhi Police personnel, more than 25 thousand security personnel including several companies of Central Reserve Police Force (CRPF), Rapid Action Force (RAF) and CISF have been deployed. An alert has also been issued to Delhi Metro Rail Corporation (DMRC). If necessary, instructions have been given to close selected exit gates of Rajiv Chowk, Patel Chowk, Central Secretariat, Janpath and Udyog Bhawan metro stations so that the protesters cannot reach the venue directly through the metro. The Police Commissioner’s Office has clarified that if any person tries to gather crowd without permission or break the security barricades, strict legal action will be taken against him under non-bailable sections.

To stop the protesters from entering Lutyens Delhi, all Delhi borders with Uttar Pradesh and Haryana have been sealed. Layering of barbed wires and barricades has been done with heavy police force at Noida-Delhi Chilla Border, Ghazipur, Kalindi Kunj, Badarpur, Tikri and Singhu Border. Intensive checking of interstate buses and private vehicles coming towards Delhi from Lucknow, Meerut, Agra of Uttar Pradesh and various districts of Haryana is being done. Vehicles found suspicious are being sent back from the border itself. Police have appealed to the common citizens to maintain peace, not believe any unconfirmed videos or messages and avoid unnecessary movement towards Central Delhi.
