Kolkata, 05 November (HS). Announcing the dates of the winter session of the West Bengal Assembly, Assembly Speaker Biman Banerjee said that the session will start from November 25 and last for about 10-11 days. Speaking at a program organized on the birth anniversary of Deshbandhu Chittaranjan Das on Tuesday, Biman said that many important topics will be discussed in this session and these will be decided in the Business Advisory Committee meeting. He also said that this issue has been discussed with Chief Minister Mamata Banerjee and the Chief Minister has agreed on it.
Recently, 'Aparajita Bill' was passed in a one-day session before Durga Puja, in which there is a provision for strict punishment in cases of rape and murder. When questioned about the 'Mass Attack Bill', Biman said Governor CV Anand Bose has informed him that the 'Aparajita Bill' has been sent to the President, but there is no information on the 'Mass Attack Bill' Has been given. He says that the Assembly should be the first to have complete information regarding the bills passed in the Assembly.
There has been a long history of conflict between Governor Anand Bose and Assembly Speaker Biman Banerjee. There has been a round of allegations and counter-allegations between the two parties regarding the bills passed in the Assembly. Recently this controversy deepened when there was a clash over the issue of swearing in of new MLAs. By-elections for six assembly seats are going to be held on November 13 and their counting of votes is going to be held on November 23. After the last two by-elections, the victorious MLAs of Trinamool Congress had taken oath without the presence of the Governor, due to which the dissatisfaction of the Governor was openly revealed. In the upcoming winter session also, the swearing-in ceremony of the candidates who won the by-elections will take place, due to which experts believe that another big chapter of the conflict between Biman Banerjee and Governor Anand Bose may emerge.
