All officers should work together in the spirit of Karmayogi: Chief Secretary

Jaipur, 30 April (HIST). Chief Secretary Sudhanshu Pant said that all the officers should work together in the spirit of a Karmayogi and should continuously strive to achieve the goals set for public interest and state interest. He directed the administrative secretaries and heads of departments of all departments to continuously review, inspect and monitor their subordinate offices and their work and ensure that all departmental work is completed within the stipulated time period.

Pant was presiding over the senior officers meeting held at the Government Secretariat on Tuesday. He said that using glass bottles to stop the use of plastic bottles in meetings by most of the departments is a commendable initiative but it will have to be implemented in various districts, tehsil and gram panchayat offices. Similarly, stop the tradition of giving bouquets to high officials in various government meetings. The Chief Secretary told the secretaries and heads of the departments present that during their visits to various places, they should stay in government properties as much as possible and give priority to the use of government auditoriums as much as possible for meetings, workshops and training. Pant directed the officials of the Revenue Department to use new software and automated systems for 100 percent transparency in land conversion, registration etc. He said that the Revenue Department is an important department related to the common people, hence senior officers should also do regular monitoring and take decisions with mutual coordination at different levels so that minimum time is taken in disposal of the cases.

The Chief Secretary said that preparations should be made to plant more and more trees in the monsoon as a public movement and encourage officers and personnel of all departments to jointly do water conservation and water harvesting works. From the very beginning, the Chief Secretary has been directing the officers present in the meeting towards reducing the average disposal time of mail and files in the departmental offices. Within a few months, the disposal time of files has reduced by about 50 percent and the pending e-files have reduced by about 85 percent as compared to earlier.

The Chief Secretary directed the Finance Department officials to prepare detailed guidelines to ensure third party inspection to check the quality of construction works in the state. He said that during the summer season, ensure arrangement of animal shelters and water for the animals and also make proper arrangements for timely disposal of dead animals. In this regard, the Education and Higher Education Department should organize activities for awareness in educational institutions also. Emphasizing the importance of surprise inspection of their subordinate offices by higher officials, he directed all the officers to work regularly as per these guidelines.

Pant said that the pending cases should be disposed of on priority by the Anti-Corruption Bureau by obtaining prior approval from the Personnel Department or other concerned departments regarding investigation of criminal acts committed by public servants. Pant directed all the departments to conduct DPC on time and to answer the questions received from the Assembly on time. Apart from the concerned departments, the Chief Secretary, Principal Government Secretary, Secretaries and concerned officers were present in the meeting.
