Additional District Magistrate Moga Charu Mita issued some restrictive orders in district Moga exercising powers under section 163 of the Indian Civil Protection Code, 2023 (section 144 of the Jabata Faujdari Sangh 1973). These orders will remain in force till 31 October 2024.

Ban on extraction of sand and soil from Sutlej river

Additional District Magistrate said that illegal extraction of sand and soil was being carried out by anti-social elements against the rules from Sutlej river and surrounding villages in Dharamkot sub-division of district Moga.

Doing so can not only endanger the dams and bridges on the river, but can also cause loss of life and property. Therefore, JCB machines, popline machines, trucks and trolleys are being used to extract sand and soil in all the villages inside and outside the Sutlej river, apart from the ditches approved by the government. A ban has been imposed within a radius of a meter. This order will not apply to the instructions issued by the government for removing soil from the fields.

Driving without reflectors prohibited

Similarly, bicycles, rickshaws, tractor-trolleys, rickshaws and other such vehicles which do not have front and rear lights are prohibited from running without red reflectors, eye goggles or any other bright tape. The District Magistrate said that such vehicles often cause accidents, which not only cause loss of life and property, but also there is a possibility of unrest among the general public. Therefore, they will not run without red reflectors or any eye goggles or bright tape installed at the back.

Grazing of cattle on main highways and link roads is also prohibited

The Additional District Magistrate has also banned grazing of cattle on main highways and connecting roads. He said that these animals obstruct traffic by grazing around the roads, due to which there is a risk of accidents. Apart from this, there is a possibility of damage to the property of the forest department and the crops of the farmers by these animals and dirt is also found on the roads.

Prohibition on gathering of five or more persons

To maintain law and order situation in the district, Additional District Magistrate has issued an order prohibiting gathering of five or more persons, sloganeering, religious procession without prior permission and preaching. He said that only on special circumstances or occasions, public meetings and religious processions can be taken out without permission after taking written approval from the concerned Sub-Divisional Magistrate on the written request of the management. This order will not apply to police/army, military personnel, any government employee on duty, funeral procession, marriage etc.

Order for landlords to file notices to tenants

The Additional District Magistrate said that the information of the tenants kept by the landlords and servants in their houses is not given to the concerned police station of the district. Therefore, to prevent the increasing crimes, all the landlords of the district have been instructed to register the information of the tenants and domestic servants living in their houses in their nearest police station and also ensure their registration. If this is not done, appropriate action will be taken against the landlord.
