Bhararisain, 23 August (HS). On the third day of the monsoon session of the Uttarakhand Vidhan Sabha, the supplementary budget was passed in the House on Friday. Along with this, seven bills were passed and two were handed over to the Select Committee. With this, the assembly session has been adjourned indefinitely. The session lasted for a total of 18 hours and 09 minutes in three days. A total of 03 ordinances and 09 bills were tabled in the House.
On Thursday, the second day of the monsoon session, a supplementary budget of more than Rs 5013.05 crore was presented in the House. On the third day on Friday, the budget was passed. Along with this, 07 bills were also passed. These two bills, Uttarakhand (Uttar Pradesh Municipal Corporation Act, 1959) (Amendment) Ordinance, 2024 and State University Bill 2023, have been sent to the Select Committee.
Assembly Speaker Ritu Khanduri Bhushan spoke to journalists after the end of the session. She said that in the second session of the fifth assembly, the House functioned for a total of 18 hours and 09 minutes. The proceedings of the House were conducted for 03 hours 50 minutes on 21 August, 10 hours 16 minutes on 22 August and 04 hours 03 minutes today (23 August). Out of the total 500 questions received, 109 questions were answered, while 29 questions were rejected.
Congress MLAs boycotted
Congress MLAs boycotted the session. Congress MLAs reached outside the assembly and raised slogans. Congress MLAs were demanding discussion in the House under Rule 58. The Assembly Speaker asked five MLAs to present their views in half an hour. Leader of Opposition Yashpal Arya spoke for about 20 minutes under Rule 58. Accusing of not getting enough time, Congress MLAs boycotted the House.
Unplanned development and mountain cutting are increasing disasters in the state: Leader of Opposition
While discussing the disaster, Leader of Opposition Yashpal Arya said that the sensitive areas of the state like Dharchula, Munsiyari Kapkot, Chamoli, Uttarkashi are in Zone Five. Apart from this, disasters occur every day in other places of the state like Guptkashi, Gaurikund, Nainital. Due to no displacement, people have to live under the open sky. He alleged that disasters are increasing in the state due to unplanned development and mountain cutting. Mountains are cracking. It is not known where the government package for Joshimath has gone.
He said that no one has control over natural disasters but the weather department issues warnings about rain and water level of rivers. Government activities start after the disaster strikes. There is no need to tell about the disaster in Chamoli and Pithoragarh districts. There is a BJP government at the centre and in the state. Still, a proposal is not being made in the interest of the people.
Government is serious about the disaster: Prem Chand Aggarwal
Parliamentary Affairs Minister Prem Chand Agarwal said that the government is working seriously to deal with the disaster. The opposition walked out of the House on the occasion of presenting their views. More than 13 thousand people were rescued in Kedarghati. As soon as the disaster struck, the government and the department immediately became active and worked. The disaster struck at night and the Chief Minister did an aerial inspection in the morning. On the request of the Center, 05 helicopters including Chinook and MI-17 were engaged in rescue work. More than 427 crores were sanctioned for the disaster. 21 crore 87 lakh compensation amount was distributed. The double engine government is fully supporting the state. On the opposition's demand to increase the assistance amount for the disaster from the Center, he said that this month the recovery and reconstruction rates of SDRF have been revised. There has been a separate increase of up to 70 percent in it.
