Contract health workers on two-day strike, frustrated by government's stubborn attitude

Raigarh, July 20 (HS). National Health Mission employees and AIDS control employees are going on their two-day attention-seeking demonstration from Monday 22 to 23 July, which can badly disrupt the health system of the state/district. Its direct impact will be seen on the district hospital, urban health center, community health center, primary health center, sub-health center and Ayushman Arogya Mandir, where many institutions will be found almost closed. It is a matter of double concern for the NHM employees whether they should first demand 27 percent salary hike from the government, which they should have received a year ago or regularization, which the double engine government had said in Modi's guarantee.

All the contract health employees of Chhattisgarh State NHM & AIDS Control Employees Union of the district are going to organize a state level two day protest movement in Raipur on 22nd and 23rd July regarding their 18 point demands including the pending 27 percent salary hike and regularization. For this an application/memorandum has been submitted to the Chief Medical and Health Officer of Raigarh district.

After the formation of the new government in the state after the assembly elections, the employees of the National Health Mission and AIDS Control Program have given memorandums more than 24 times to the Chief Minister, Deputy Chief Minister, Assembly Speaker, State BJP President, Health Minister, Finance Minister and all MPs and MLAs regarding their demands and when the demand was not met, now in despair, they will gather in Raipur on 22nd and 23rd July for a two-day attention-seeking demonstration. This can collapse the health system in the state and the suffering of the common people will increase. This organization of about 16000 members includes doctors, nurses, ANMs, CHOs, RMAs, paramedical staff, MPW, fourth class, counselors, pharmacists, TB/vector borne supervisors, data entry operators, accounting managers, lab technicians, people from the managerial cadre.

According to the State President Dr. Amit Kumar Miri, a 27 percent contractual salary hike was announced in the Assembly in the supplementary budget on July 19, 2023 for the working employees, for which a budget of Rs 350 crore per annum was also kept, it has also been received in many other departments / schemes, but even after 01 year has passed today, the NHM employees have not got its benefit, not giving the benefit of the announced salary hike to the employees working on low salaries raises doubts on the intentions of the government / officials.

These health services will be affected

Institutional delivery, vaccination work, pregnant mother checkup, medicine distribution, all tests, referral to higher institutions, counseling work, Ayushman Bharat card making, sickle cell screening, health fair, child protection program, OPD, IPD, birth and death certificate, national program TB test, dengue control, Chirayu program, entry in U-Win portal, all online entries, anemia test, BP/sugar test and medicine distribution, malaria, routine test of pregnant women, HIV AIDS test-checking and counseling, diarrhea control fortnight program may be affected, currently a survey of possible patients of dengue, diarrhea control and malaria is going on in the district, all the national programs of the health department will be affected due to the strike of the employees, and the general public will have to face problems.

Main 18 point demands

The demands include regularization, fixation of pay-scale/grade-pay of NHM employees, payment of pending 27% pay hike, pay anomaly in various posts, improvement and transparency in service book fixation work-evaluation system, pay revision, irregularity in transfer system, medical care, change in leave rules, compassionate appointment, provision of promotion and exemption of NHM employees from the obligation of regular course in recruitment, increase in compassionate grant amount, payment of 5% pay hike withheld in work based evaluation, pay anomaly of MLT working under Chirayu Yojana, EPF benefits, change in headquarters residence rules, allotment of government accommodation.
