Following the adoption of the guidelines, North Korea denounced the move as a provocation and threatened that Seoul and Washington would pay a heavy price for it.

On the other hand, North Korean leader Kim Jong Un's sister on Sunday hinted at resuming the process of sending balloons filled with garbage across the border in response to South Korean leaflets. Since May, North Korea has sent several balloons filled with garbage to South Korea. North Korea sent balloons filled with garbage to South Korea in late May.
