The number of workers employed in the informal sector is expected to decline by 16.45 lakh, or about 1.5 per cent, to 10.96 crore in FY 2022-23 from 11.13 crore in FY 2015-16.
The latest Annual Survey of Unincorporated Enterprises (ASUSE) for the years 2021-22 and 2022-23 was released by the Union Ministry of Statistics and Enforcement, the report said.
This data has been made public for the first time since 2015-16. Which tells the impact of three major events that happened last year. Demonetization in November 2016, implementation of Goods and Services Tax (GST) in July 2017 and the shock of a global pandemic like Corona in March 2020 have shaken this sector. Which shows how the growth and employment rate of this sector was during this period. ASUSE data for the year 2021-22 and the year 2022-23 also shows that the unorganized sector increased from 6.50 crores to 16.56 lakhs in the year 2022-23. This number was 6.33 crores in the year 2015-16.
The unorganized sector was most affected by demonetization, the implementation of GST and the lockdown imposed due to the corona epidemic. The top ten states that account for about three-fourths of the unorganized sector workers in India include Maharashtra, Bihar, Gujarat, Madhya Pradesh and Odisha. These five states saw an increase in employment in the unorganized sector between 2015-16 and 2022-23. On the other hand, the number of workers in the unorganized sector declined in Uttar Pradesh, East Bengal, Tamil Nadu, Karnataka and Andhra Pradesh during the same period. That is, these five states account for 42 percent of the total unorganized workers.
The number of unorganized sector workers in Uttar Pradesh was 1.65 crore in 2015-16, which has decreased to 1.57 crore in 2022-23. However, the number of unorganized sector workers in Uttar Pradesh was 1.30 crore in the year 2021-22. In East Bengal too, the number of unorganized sector workers decreased to 1.05 crore in 2022-23. This figure was 1.35 crore in the year 2015-16. However, in the year 2021-22, this figure increased marginally to 1.02 crore.
