Ranchi, July 7 (HS). Jharkhand is called the laboratory of politics. Because, Jharkhand has set records in many ways. In this state which is about 23 years and 8 months old, 13 chief ministers have been elected so far and President's rule has been imposed thrice. After Hemant Soren took oath as the 13th Chief Minister on July 4, a new government has come into existence in the state. However, its maximum age will be only six months.
The term of the current Jharkhand Assembly is ending on January 5, 2025. It is believed that assembly elections may be held in Jharkhand in October itself. If this happens, the term of this government will be only three to four months. Earlier on February 2, the chapter of the government formed under the leadership of Champai Soren closed in just 152 days.
Hemant Soren has started his third innings as the Chief Minister. His total tenure so far has been about five years and 199 days. If he remains in this position till the upcoming assembly elections, then his tenure will be increased by a few more days.
The average tenure of Chief Ministers in Jharkhand is only about 1.5 years. Raghuvar Das is the only Chief Minister of the state whose government completed its term from 2014 to 2019. Since the assembly elections held in the year 2019, three governments have been formed in the state so far. Jharkhand also has this unique political record that independent MLA Madhu Koda has also been the Chief Minister here. He remained in this post for about two years. Hemant Soren's father and JMM President Shibu Soren also became Chief Minister thrice but could never complete his term.
In his first tenure as Chief Minister, Shibu Soren was able to sit on the chair for only 10 days. Between 2000 and 2014, nine governments led by five Chief Ministers were formed in Jharkhand and President's rule was imposed thrice. During this period, Babulal Marandi, Arjun Munda, Shibu Soren, Madhu Koda and Hemant Soren became Chief Ministers one after the other and their average tenure was about 15 months.
The first Chief Minister of the state, Babulal Marandi, had a tenure of about two years and three months. Arjun Munda became the Chief Minister three times and his total tenure was a little less than six years. Jharkhand has also seen President's rule three times for a total of 645 days.
The floor test will be held on July 8 for the 13th time since the formation of the state
Since the formation of the state, the floor test has been conducted in the House a record 12 times. On July 8, Chief Minister Hemant Soren will face the floor test for the 13th time. Hemant Soren has passed the floor test twice as deputy chief minister and once as chief minister. This year, the situation of floor test has arisen twice. After Hemant Soren's resignation on February 5, the Champai government had won the confidence vote in the floor test.
So far, out of the 12 times the confidence motions brought by the then governments in the House, the governments proved majority nine times. Twice after the motions were brought, the then Chief Ministers resigned before voting. Once the voting was not allowed. So far, no-confidence motions have been brought in the House only twice.
The first Chief Minister of the state Babulal Marandi first proved his majority by bringing a confidence motion on 23 November, 2000. After this, Shibu Soren brought a confidence motion on 11 March, 2005 but the Protem Speaker did not allow the motion to be presented. Arjun Munda won the confidence vote on 15 March, 2005. On 14 September, 2006, Arjun Munda announced his resignation in the House due to lack of majority.
On September 20, 2006, Madhu Koda proved majority. On August 29, 2008, Stephen Marandi's (then Parliamentary Affairs Minister) proposal was accepted by majority. On January 7, 2010, Raghuvar Das' (Parliamentary Affairs Minister) proposal was accepted by majority. On May 30, 2010, Sudesh Mahto's (Deputy Chief Minister) proposal was not having majority, due to which Shibu Soren resigned. On September 14, 2010, Hemant Soren's (Deputy Chief Minister) proposal was accepted by majority. On July 18, 2013, Hemant Soren's (Deputy Chief Minister) proposal was accepted by majority. On September 5, 2022, Hemant Soren (Chief Minister) proved majority. On February 5, 2024, Champai Soren (Chief Minister) proved majority.
No-confidence motion has come twice
No-confidence motion has been brought twice in the assembly so far. First of all, the then leader of opposition Stephen Marandi and MLA Furkan Ansari had informed the assembly secretariat on March 17, 2003 about bringing a no-confidence motion against the then Chief Minister Babulal Marandi, but before the no-confidence motion could be brought, Babulal Marandi resigned from the post of Chief Minister on the same day.
For the second time, as the leader of the opposition, Arjun Munda, MLA CP Singh and Radhakrishna Kishore brought a no-confidence motion against the then Chief Minister Madhu Koda on December 18, 2007, which was rejected. In this, the Madhu Koda government proved its majority.
