Ranchi, June 22 (HS). Jharkhand High Court heard on Saturday the petition filed by MLA Saryu Rai regarding the non-receipt of PE (Preliminary Investigation) report filed by Anti Corruption Bureau (ACB) in the Manhart scam case and non-registration of FIR in the case. The court has reserved the decision after hearing the arguments of both the parties in the case.
The court asked the petitioner's counsel that when you knew that there was financial irregularity in giving DPR work of sewerage drainage in Ranchi to Manhart, then why did you not lodge an FIR in the police station? You could have filed a complaint in the civil court but you filed a complaint in the Vigilance Bureau and left the matter.
In the previous hearing, in light of the court's order, the ACB SP was present in person. The PE report was presented in the court on his behalf. The petitioner had told the court that in December 2020, the ACB had registered a PE regarding this matter but an FIR was not registered in the case.
Saryu Rai had alleged a scam of Rs 21 crore in giving the work of DPR of sewerage drainage in Ranchi to Manhart. He had raised this matter in the Jharkhand Assembly, after which a PE was registered in the ACB in December 2020 on the instructions of the state government, but Saryu Rai has filed a petition in the High Court as its report has not been received yet.
