Satna, June 10 (HS). Collector Anurag Verma has directed to ensure all preparations related to relief and rescue in the situation arising due to excessive rain and flood in the upcoming rainy season in the district before the monsoon. While reviewing the preparations related to disaster management and flood relief and rescue in the meeting on Monday, the collector said that full preparations should be made for relief and rescue by visiting the flood affected areas and possible areas of low lying places. CEO District Panchayat Sanjana Jain, Additional Collector Swapnil Wankhede, Commissioner Municipal Corporation Sher Singh Meena, SDM RN Khare, Jitendra Verma, Rahul Siladhiya, Deputy Collector Govind Soni, ASP Shivesh Pratap Singh and other department head officials were present in the meeting.
In the meeting, Collector Verma said that according to the weather department forecast, there is a possibility of good rainfall in this rainy season. No specific area affected by floods has been identified in the district. However, identify the areas affected by waterlogging in the low lying areas of the city and rural areas, and make proper arrangements for relief and rescue. He said that the CEO of all the district panchayats and the CMO of the urban bodies should get the list of areas affected by waterlogging and where they will be shifted if needed, and also get the list of those schools, panchayats and other buildings. Instructions were given to the officials of Public Works and PMGSY to install barriers and information boards in case of water on bridges and culverts.
The collector said that the municipal bodies in urban areas should complete the cleaning of drains and sewers in the next 8 days so that there is no waterlogging. The collector also directed the water resources department to keep an eye on the water level of big dams and repair the dams that can get damaged during rains. He said that the ponds near the population in rural settlements should also be listed. The collector has also given instructions to keep the control room at the district level operational 24 hours a day. The collector also took information about the equipment and resources available at the district home guard and tehsil level.
He said that all rescue equipment should be kept in working condition and a list of local divers or swimmers should also be made. District Commandant Home Guard Sumit Mishra said that adequate resources are available in the district to prevent floods. He said that during the rainy season, the rescue team of Home Guard will be stationed at the headquarters and 8 DRC teams (four members) will be stationed at eight places in different police stations of the district. Deputy Collector Soni said that flood situation had arisen in the district in the year 2016. 1085 mm rainfall was recorded in the year 2019-20, 902 mm in the year 2020-21, 886 mm in the year 2021-22 and 590.5 mm in the year 2022-23.
The collector said that timely exchange of information is essential for flood control and rescue. For this, WhatsApp groups should be created. Rain gauges should be tested and SDM should hold a meeting at the district level and urban body level. In case of flood, complete all preparations from selection of place to set up relief camps to rescue teams, relief equipment, medicines, food supplies and arrangements for electricity and water. Public Health Engineering Department should get the water of wells used for drinking purposes purified. Urban bodies should identify dilapidated buildings and take action for dismantling them, so that there is no possibility of any loss of life during the rainy season.
Officers should focus on resolving CM helpline
Collector Anurag Verma said that it is extremely worrying that more than 16 thousand complaints in CM Helpline in Satna district are pending for resolution. In the next 10 days, all departmental officers should focus on CM Helpline in active mode and get the complaints resolved. The collector gave these instructions during the review of CM Helpline in the meeting of time-bound cases on Monday.
In the meeting, the collector said that even after separating the complaints of Maihar district, the pending of more than 16 thousand complaints in Satna district is a matter of concern. All department officials should resolve maximum complaints in the next one week. He said that all the departments will put the information about the status of resolution on a daily basis in the WhatsApp group, and include the number of complaints resolved satisfactorily. The collector said that out of 16 thousand complaints, 3985 complaints of last month May are pending. Similarly, 634 complaints pending last month for more than 300 days have reached around 3400. Get them resolved on priority.
The collector directed the prescribed officers to resolve the cases within the time limit after taking information about them under the Public Service Guarantee. While reviewing the progress of Satna-Bansagar Collective Tap Water Scheme of Jal Jeevan Mission, it was told that 33940 household tap connections have been made in Rampur Baghelan district of Satna district. 17142 household connections have been given in District Panchayat Uchhera. The collector asked the CEO of the concerned district to get the physical verification of these connections done through the gram panchayat and submit the report.
