With the beginning of the morning, the latest prices of LPG have been released for crores of families and hotel-restaurant businessmen across the country. India’s leading oil marketing companies Indian Oil Corporation (IOCL), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL) have announced new price lists of domestic and commercial LPG gas cylinders. Any change in fuel prices has a direct impact on the household budget of the common citizen and the cost of food in the market. At present, giving relief to the common consumers, there has been no increase in the prices of 14.2 kg domestic LPG cylinder and its prices have remained stable. On the other hand, slight fluctuations have been recorded in the prices of 19 kg blue commercial gas cylinders used in business activities during the recent review. Fuel companies review prices on the 1st of every month based on international crude oil prices and import duties and final retail rates in cities are decided after adjusting local taxes as required.

The sustainability of domestic LPG directly helps housewives keep their monthly budgets balanced. The prices of 14.2 kg red cylinder remain at a stable level in major metros of the country. The price of non-subsidised 14.2 kg domestic LPG cylinder remains stable at ₹942.00 in the national capital New Delhi. In the country’s financial capital Mumbai, this cylinder is available for ₹ 941.50, which is one of the most affordable rates among the four metros. In Kolkata, the capital of West Bengal, the domestic cylinder price has been recorded at ₹ 968.00 due to local taxes and logistics expenses. Whereas in Chennai, the major metropolis of South India, consumers have to pay ₹ 957.50 for a refill. Due to high transportation cost in Patna, the capital of Bihar, domestic cylinder is being sold at the level of ₹ 1,031.50. A 14.2 kg domestic cylinder is available for ₹979.50 in Lucknow, the capital of Uttar Pradesh. There is a slight difference in these rates in different states and districts due to local VAT and transportation expenses, but due to no change in the base price, common consumers have got direct relief from inflation.

Unlike domestic gas, the prices of 19 kg commercial LPG cylinder are revised from time to time as per the market pressure. According to the latest rates, a 19 kg commercial cylinder is being sold at ₹ 2,820.00 in Delhi. This cylinder is being made available to commercial consumers in Mumbai at the rate of ₹ 2,775.00. Special targeted financial assistance is being provided by the Central Government to the poor and rural families registered under the Pradhan Mantri Ujjwala Yojana (PMUY). While ordinary consumers have to pay the full amount of ₹942 in Delhi, women beneficiaries of the Ujjwala scheme get a direct central subsidy of ₹300 per 14.2 kg cylinder sent back to their bank accounts through Direct Benefit Transfer (DBT). This simply means that the effective net cost of this cylinder for Ujjwala beneficiaries comes down to just ₹642.00. Similarly, in Lucknow, against the retail rate of ₹ 979.50, after deducting ₹ 300 subsidy, the effective price comes to around ₹ 679.50. Apart from this, many state governments also provide free refill facility to Ujjwala beneficiaries during festive seasons like Holi and Diwali, under which the entire amount is refunded to the account after delivery. To avail this subsidy, it is mandatory for the bank account to be linked to Aadhaar and active e-KYC in the records of oil companies.

LPG rates in India are determined based on a complex and scientific pricing model. A large portion of the total LPG consumption in the country is imported, due to which the LPG contract price (CP) set by Saudi Aramco is considered the primary basis in the international market. Along with this, the exchange rate of the Indian Rupee against the US Dollar, sea freight, customs duty and port charges together decide the base price. When this gas reaches India’s bottling plants, bottling charges, oil marketing company’s margin, dealers’ commission and the central government’s Goods and Services Tax (GST) are added to it. Due to differences in local transportation distance (tanker freight) and local body taxes in each state, retail prices vary by Rs 20 to Rs 90 between cities like Delhi, Mumbai, Lucknow and Patna. For example, in cities located near ports in coastal areas, cylinders are relatively cheaper due to lower transportation costs, while in hilly or remote inland areas, rates increase due to the addition of transportation costs.
