The new year 2027 is going to bring a big good news and financial relief for more than 1.17 crore central employees and pensioners across the country. The latest trends of All India Consumer Price Index (AICPI-IW) being released by the Labor Bureau working under the Ministry of Labor and Employment are clearly indicating that there can be a huge jump of 4 to 5 percent in Dearness Allowance (DA) and Dearness Relief (DR) which will be implemented from January 1, 2027. If this estimate turns into reality, the total dearness allowance of central government employees will jump from the current 63 per cent and directly touch the historical level of 67 or 68 per cent. After the official announcement of 63% DA during the festive season, now employee organizations have their eyes set on the New Year gift. Amid retail inflationary pressure, this possible increase will act as a strong financial cushion to the take-home salary of employees and the monthly income of pensioners. Usually, the central government reviews the rates of dearness allowance twice a year—first from January and second from July. For both the calculations, the average of Consumer Price Index of last 12 months is used based on the formula prescribed by the 7th Pay Commission. In recent months, fluctuations in prices of food items, daily consumer goods and fuel have pushed the consumer price index steadily upward. In the latest released index for September 2026, it has registered an increase of 1.1 points and has reached the level of 155.5. Experts estimate that if the same growth continues in the index for October, November and December 2026, then there is every possibility of a huge growth of 5 percent, which will be one of the biggest growth seen in any one half of January in the last several years.
Dearness Allowance for central employees is determined on the basis of an accepted mathematical formula recommended by the 7th Central Pay Commission (7th CPC). This calculation is based on the average of 12 months All India Consumer Price Index (CPI-IW Base Year 2016=100) compiled by the Labor Bureau for industrial workers. The formula used under the 7th Pay Commission is as follows: DA Percentage = [{(पिछले 12 महीनों के AICPI-IW का औसत × 2.88) − 261.41} ÷ 261.41] × 100. In this formula, 261.41 is the basic constant of the Seventh Pay Commission, and the statutory rate is decided by rounding off the decimal value coming after the calculation to the nearest whole number. The 63% DA, applicable from July 1, 2026, was calculated based on data from July 2025 to June 2026. Now for determining DA for January 2027, the data of the entire 12 months of calendar year 2026 (January to December 2026) is being used as the basis. The average of the 9 months data released so far has already crossed 66%. If the index continues to rise even marginally in the remaining three months, it is certain to touch the figure of 67.8% to 68.2%, which directly means that employees will get a net profit of 4 to 5 percent.
If the Central Government increases the dearness allowance by 5 percent from January 1, 2027 and the total DA increases from 63% to 68%, then there will be a significant increase in the monthly and annual salary of the employees as per the basic pay. The table below presents a detailed analysis of pay hikes based on different pay levels of the 7th Pay Commission:
| Pay level and post category | Minimum Basic Pay (₹) | Current DA @ 63% (₹) | Potential DA @ 68% (₹) | Monthly Net Growth (₹) | Annual Net Profit (₹) |
| level 1 (MTS/Group D Entry) | ₹18,000 | ₹11,340 | ₹12,240 | ₹900 | ₹10,800 |
| level 2 (LDC/Junior Clerk) | ₹19,900 | ₹12,537 | ₹13,532 | ₹995 | ₹11,940 |
| level 3 (UDC/Head Constable) | ₹21,700 | ₹13,671 | ₹14,756 | ₹1,085 | ₹13,020 |
| level 4 (Assistant/Senior Clerk) | ₹25,500 | ₹16,065 | ₹17,340 | ₹1,275 | ₹15,300 |
| level 5 (Senior Assistant/Steno) | ₹29,200 | ₹18,396 | ₹19,856 | ₹1,460 | ₹17,520 |
| level 6 (Inspector/Sub-Inspector) | ₹35,400 | ₹22,302 | ₹24,072 | ₹1,770 | ₹21,240 |
| level 7 (Section Officer/Group B) | ₹44,900 | ₹28,287 | ₹30,532 | ₹2,245 | ₹26,940 |
| level 8 (Assistant Director) | ₹47,600 | ₹29,988 | ₹32,368 | ₹2,380 | ₹28,560 |
| level 9 (Senior Accounts Officer) | ₹53,100 | ₹33,453 | ₹36,108 | ₹2,655 | ₹31,860 |
| level 10 (Group A/Civil Services Entry) | ₹56,100 | ₹35,343 | ₹38,148 | ₹2,805 | ₹33,660 |
| level 12 (Deputy Secretary/Director) | ₹78,800 | ₹49,644 | ₹53,584 | ₹3,940 | ₹47,280 |
| level 14 (Joint Secretary/Senior) | ₹1,44,200 | ₹90,846 | ₹98,056 | ₹7,210 | ₹86,520 |
It is clear from this table that the minimum entry level (Level 1) employee will see a net increase in salary of at least ₹10,800 annually, while Group ‘A’ civil service officers (Level 10) will get a net increase of more than ₹33,660 annually. For senior level officers (Level 14), this annual increase will be more than ₹86,500.
This increase is not limited to just serving civilian employees or defense personnel, but more than 68 lakh pensioners of the country will also directly benefit from it. In case of pensioners, this allowance is called Dearness Relief (DR). For example, if a retired employee’s basic pension is ₹25,000 per month, a 5 per cent increase will result in a direct increase of ₹1,250 in his monthly pension, i.e. an additional income of ₹15,000 on an annual basis. This increase will be reflected in an even larger amount in the accounts of senior pensioners who receive higher pension. Normally, DA and DR decisions, which are to be effective from January, are given formal approval by the Union Cabinet in the last week of March or the first fortnight of April. In such a situation, the entire arrears of the months of January, February and March are credited to the employees and pensioners in one lump sum along with the salary of April. This announcement around Holi not only strengthens the liquidity of the employees at the beginning of the financial year, but also provides a big economic support to the domestic demand and consumer market.
At present, the demand for formation of 8th Central Pay Commission by Central Employees Organizations and Pensioners Associations is continuously gaining momentum. Generally, the recommendations of a new pay commission are implemented every 10 years and in this sequence, the next pay commission is awaited from January 2026. In such a situation, until the formation of the 8th Pay Commission and its final report is approved by the Cabinet, dearness allowance is the only legal and safe option for the employees to deal with the rising inflation. When DA crossed 50 per cent under the 7th Pay Commission, there was an automatic increase in several emoluments like House Rent Allowance (HRA), Children’s Education Allowance (CEA), Hostel Subsidy and the maximum limit of gratuity. Now that DA is approaching 65% and 68%, the ratio of employees to total income is continuously improving. Employees’ organizations say that the possible 5% hike in the coming January 2027 will not only protect the employees from inflationary pressure, but will also prove to be a strong foundation in determining the new fitment factor and minimum basic pay of the 8th Pay Commission in the future. Overall, the new year of 2027 is all set to bring tremendous financial strength in the bank accounts of central employees.
