Pay Level-3 (Grade Pay 2000) is considered a very important cadre in the pay structure of central employees, which includes clerical, technical assistants and lakhs of frontline employees of railway and defense establishments. As per the pay matrix of 7th Central Pay Commission (7th CPC), Level-3 starts at ₹21,700 and its Stage-5 basic pay is fixed at ₹24,500. As the stir regarding the formation of the 8th Pay Commission (8th CPC) and its recommendations is gaining momentum, estimates of the possible increase in salary of employees are coming to the fore through various salary calculators and financial models. According to the new economic projections and the latest simulation based on 60% Dearness Allowance (DA) level, there can be a direct increase of up to 27.93% in the total gross salary of employees posted at Level-3, Stage-5, due to which this figure can touch the level of ₹ 66,932 per month.
To understand this entire mathematics deeply, it is important to first look at the current salary structure available at Level-3, Stage-5 under the 7th Pay Commission. When DA reaches 60% level, the current salary is calculated as follows:
-
7th CPC Basic Pay (Level-3, Stage-5): ₹24,500
-
Dearness Allowance (DA @ 60%): ₹14,700 (60% of ₹24,500)
-
House Rent Allowance (HRA – X Class City @ 30%): ₹7,350 (HRA 30% is payable in X category cities after DA crosses 50%)
-
Transport Allowance (TPTA / Transport Allowance): The fixed rate for Level 3 in higher TPTA cities is ₹3,600 + 60% DA thereon (₹2,160) = ₹5,760
-
Current Gross Salary: ₹24,500 + ₹14,700 + ₹7,350 + ₹5,760 = ₹52,310 per month
That is, in the current system, the gross income of an employee at this pay point is approximately ₹ 52,310.
As per the historical tradition of pay commissions, when the new pay commission comes into force, the dearness allowance accrued till then (which is now at the level of 60%) is absorbed into the basic pay and the DA is again reset to 0%. The minimum fitment factor for the 8th Pay Commission is estimated by economic experts and employee organizations to be in the range of 1.92 to 2.28 and maximum of 2.86.
If the Conservative/Initial Fitment Factor of 1.92 is considered as the basis, the new basic pay will be determined as follows:
-
New Revised Basic Pay: ₹24,500 × 1.92 = ₹47,040 (rounded off to approximately ₹47,100) This is a direct increase of ₹22,600 in basic pay. This increase in basic salary not only increases the monthly payout, but also permanently strengthens the base of future retirement benefits like pension contributions, gratuity and leave encashment.
When the basic pay gets revised to around ₹47,100 under the 8th Pay Commission, all the major allowances applicable to it will also be readjusted as per the new pay structure:
-
8th CPC Revised Basic Pay: ₹47,100
-
Dearness Allowance (DA @ 0% in initial phase): ₹0 (as earlier 60% DA has been merged into Basic)
-
Revised House Rent Allowance (HRA): HRA rates are usually reset to 24%, 16%, 8% (or revised base) in the new pay commission. If 24% HRA is applicable for X category (metro city), then 24% of ₹47,100 = approximately ₹11,304.
-
Revised Transport Allowance (TPTA): Transport allowance is rationalized in proportion to basic pay under the new slab and is stabilized at the level of approximately ₹8,500 to ₹8,528.
-
Revised Gross Salary: ₹47,100 (Basic) + ₹11,304 (HRA) + ₹8,528 (TPTA) = ₹66,932 per month
The most important finding of this salary calculator simulation is that the employee’s gross income increases by a net of ₹14,622 per month.
-
Percentage of increase: (₹14,622 / ₹52,310) × 100 = 27.93% This jump of 27.93% will prove to directly increase the purchasing power of any government employee. Although the DA figure will restart from 0%, due to more than doubling of the basic pay, in future, when DA will increase by 3% or 4% every 6 months, the cash benefits will be available almost twice as fast as compared to the 7th Pay Commission.
With the gross salary reaching ₹66,932, the nature of Mandatory Deductions will also change. 10% of the employee’s contribution under the National Pension System (NPS) or Unified Pension Scheme (UPS) will now be deducted on the new basic pay (₹ 47,100), which will be approximately ₹ 4,710 per month. Along with this, there will be minor reductions in CGHS and employee insurance. Even after getting the benefit of standard deduction (currently ₹75,000 in the new tax regime), the employee’s monthly in-hand (Net Take-Home) salary will remain in the safe range of around ₹58,000 to ₹60,000. This calculation shows that the implementation of the 8th Pay Commission will bring tangible and positive financial improvement in the living standards of not only the top executives but also the lower and middle grade employees.
