Amidst the continuous fluctuations in crude oil prices in the international market and global geopolitical uncertainties, a stable trend has been observed in the basic prices of petrol and diesel at the national level in the Indian domestic market. Fuel prices have remained stable in most metros and state capitals, which has come as a huge relief to daily office-goers, transporters and logistics traders. However, there is a slight variation in the retail prices of fuel in different cities depending on the local VAT (Value Added Tax) and freight charges imposed by the states.

In the national capital New Delhi today, the price of petrol remained stable at ₹ 94.72 per liter, while the price of diesel was recorded at ₹ 87.62 per liter. In the country’s financial capital Mumbai, where state level taxes are relatively higher, petrol is being sold at ₹103.44 per liter and diesel at ₹89.97 per litre. In Kolkata, the capital of West Bengal, drivers have to pay ₹ 103.94 for one liter of petrol and ₹ 90.76 for diesel. Whereas in Chennai, the major metropolis of South India, the retail rate of petrol remains at ₹ 100.75 per liter and the price of diesel remains at ₹ 92.34 per liter. Public transport and freight costs remain under control with no major price changes in these four major metros for a long time.

Oil companies have also implemented new rates in Uttar Pradesh’s capital Lucknow and its nearby districts in the morning. Today petrol is available at the price of ₹ 94.65 per liter at major fuel stations of Lucknow, while the price of diesel has been recorded at ₹ 87.76 per liter. There is continuous movement in the prices of Brent Crude and West Texas Intermediate (WTI) in the international commodity markets. The price of international benchmark Brent crude is trading in the range of $76 to $79 per barrel. Tension in the Middle East and changes in oil production policies by OPEC Plus countries have a direct impact on global energy supply. India imports about 85 percent of its total crude oil requirements from abroad. In such a situation, the international crude oil price and the exchange rate of the Indian rupee against the US dollar play the most important role in determining domestic retail prices. However, Indian oil companies adopt a strategy of cushioning the daily shocks of international fluctuations through buffer margins rather than immediately passing them on to retail customers.

When a common consumer fills petrol worth ₹ 100 at a petrol pump, only half of that entire amount is the actual base price of the fuel. The remaining half amount goes towards taxes and dealer commission of the central and state governments. In determining the retail price of petrol, first of all the base price coming out of the refinery and the transportation charges are added on it. After this the excise duty imposed by the central government is added. Then the dealer commission of the petrol pump operator is added, and finally the concerned state government collects its value added tax i.e. VAT and cess. Since VAT rates are set differently in every state, there is a difference of several rupees in the prices of petrol and diesel as soon as the state border changes in the same country.
