An unexpected and shocking news has come out from the administrative and police department of Bihar. State Director General of Police (DGP) Vinay Kumar has taken voluntary retirement i.e. VRS from his post. The Home Department has approved his application with immediate effect without any delay. The most interesting and important development was that within a few hours of the VRS being approved, the General Administration Department of the Government of Bihar issued a new official notification appointing former DGP Vinay Kumar as the new ‘Chief Information Commissioner’ (CIC) of the state of Bihar.
This sudden big decision has created a stir in the bureaucratic corridors and political circles of the state. The original tenure of Vinay Kumar, a senior Indian Police Service (IPS) officer of 1991 batch, was to formally end in December 2026. That means there were still about three months left for his regular retirement, but before that he surprised everyone by taking this step. Presently Vinay Kumar is on leave due to personal and health reasons and official sources say that as soon as he returns from leave, he will formally take charge of the post of Chief Information Commissioner in the office of State Information Commission located in Patna.
As per the general provisions of the All India Services Rules, whenever a top bureaucrat or IPS officer applies for VRS, it is mandatory to give at least three months’ notice to the government. But in the case of DGP Vinay Kumar, the Home Department of Bihar Government, using special rules, provided complete exemption from the obligation of this three-month notice period.
The official notification issued by the Home Department clearly mentions that considering the application and circumstances of the applicant, ‘relaxation from the rules regarding giving three months’ notice’ is provided and their VRS application is accepted with immediate effect. Immediately after this, a second notification was issued by the General Administration Department, in which an order was passed to post him on the constitutional post of Bihar State Chief Information Commissioner for the next term from the date of assuming charge. This quick administrative mobility has made it clear that the script of this entire reshuffle was already ready.
Vinay Kumar, who was selected in the Indian Police Service in the year 1991, has been counted among the most sorted, professional and serious officers of Bihar cadre. During his police career spanning over three decades, he served as Superintendent of Police (SP) in many sensitive and crime-affected districts of the state. He implemented many important strategies in crime control, maintenance of law and order and anti-Naxal operations.
Before rising to the top post of Director General of Police of the state, he has held important responsibilities in CID, Special Branch and various police divisions. His role in modernizing the police department and strengthening technical investigation systems was highly appreciated. Now after taking off the uniform of the police service, he is going to take charge of a quasi-judicial and constitutional body i.e. State Information Commission, where the responsibility of transparent implementation of the Right to Information (RTI) Act in the state and protection of the rights of the citizens will be on his shoulders.
Various discussions have also started in the political circles of Bihar regarding a top DGP level officer suddenly taking VRS and immediately being appointed as the head of a new commission. While the opposition is raising questions in gestures about the ongoing tussle in the law and order and bureaucracy of the state, the ruling Bharatiya Janata Party (BJP) has called it a completely normal administrative and personal process.
BJP Bihar State President Sanjay Saraogi, while talking to the media, said that it is the personal and legal right of any officer to take voluntary retirement. He clarified that Vinay Kumar has been a very capable, dutiful and good police officer, who has served the state with utmost sincerity. Saraogi said that when an officer has decided to take VRS on his own will, the society and system should respect his personal decision. It is completely inappropriate to find any kind of politics or controversy in this.
The post of Bihar State Chief Information Commissioner has been considered very important for a long time, because the hearing of public interest appeals and complaints related to various government departments across the state is under this commission. The primary responsibilities of the Chief Information Commissioner include bringing transparency in government departments, curbing corruption and ensuring timely disposal of petitions of RTI activists.
Since Vinay Kumar has long experience and internal understanding of the functioning of the entire administrative machinery, police system and governance of the state, it is believed that under his leadership, the disposal of pending cases of the Information Commission will accelerate. His journey from the top command of the police department to the highest post of the constitutional body that provides the right to information to the citizens is going to add a new chapter to the administrative system of Bihar.
