UP Electricity 24 Hours Alert: CM Yogi’s big decision before festivals, electricity will be available 24 hours; Strict rules issued on fault and line loss

Just before the arrival of the upcoming festive season in Uttar Pradesh—Shardiya Navratri, Dussehra, Dhanteras, Deepawali, Bhaiya Dooj and Chhath Mahaparva—the state government led by Chief Minister Yogi Adityanath has taken a big and tough decision regarding the electricity system in the entire state. The government has given strict instructions to the power corporations and all distribution corporations (discoms) that there will be no unnecessary power cuts anywhere from cities to rural areas during festivals and 24-hour uninterrupted power supply will be ensured.

The Power Corporation has prepared a comprehensive action plan for advance power purchase, upgradation of sub-stations and management of alternative lines to meet the record demand of electricity during festivals. The government has a clear message that any kind of technical or administrative disruption in celebration of festivals will not be tolerated.

To deal with local fault and breakdown situations, the Energy Department has implemented a new Standard Operating Procedure (SOP) setting time limits (SLA) and accountabilities:

1. Immediate fault resolution: It has been made mandatory to repair faults in local lines or jumpers within a maximum of 1 to 2 hours in urban areas and within 4 to 6 hours in rural areas.

2. Transformer Replacement Window: If a transformer burns or gets damaged due to overload, a new transformer will have to be installed within 24 hours in cities and 48 hours in rural areas. For this, instructions have been given to secure adequate buffer stock at the division level.

3. Quick Response Teams (QRT): 24×7 technical quick response teams will be deployed at each sub-station and tehsil headquarters, which will immediately reach the spot with patrolling vehicles and necessary equipment.

4. Feeder wise digital monitoring: Feeder-wise tripping report will be called every 2 hours from the Discom headquarters and the central control room located in Lucknow. If unannounced roasting is done on any feeder without prior permission, then direct departmental action will be taken against the concerned Executive Engineer (XEN) and SDO.

While the government has promised 24-hour power supply to consumers, it has also issued strict guidelines against AT&C loss and power theft to reduce financial losses of power corporations:

• Smart Metering and Armored Cabling: In areas where line loss is more than 25%, work on installation of Aerial Bunched Cable (ABC) will be expedited and Katia connections will be raided by drones and special vigilance teams.

• Feeder Level Audit: Energy audit of how much input power was given to each feeder and how much revenue was generated from it has been made mandatory. Penalty and accountability will be fixed directly on JEs of feeders with high losses.

• Action on illegal overload: Temporary connections will be easily made available to puja pandals, fairs and commercial establishments, so that transformers do not get overloaded and burn due to illegal connections.

Apart from this, priority will be given to redressal of complaints received on UPPCL’s WhatsApp chatbot and social media monitoring cell. Officers have been instructed to keep their CUG mobile number on 24 hours and compulsorily receive phone calls from local public representatives and general public.

The four major discoms of Uttar Pradesh—Madhyanchal (Lucknow division), Purvanchal (Varanasi-Gorakhpur division), Paschimanchal (Meerut-Noida division) and Dakshinanchal (Agra division)—have started a massive maintenance drive in all 75 districts under their jurisdiction:

• Tree pruning is being done so that the 11kV and 33kV lines are not disrupted during storm or rain.

• Capacitor banks and relay systems are being checked at all 33/11 KV sub-stations so that there is no problem of low-voltage.

• Open wires around main markets, Ramlila grounds and Devi pandals are being insulated safely.
