A special and comprehensive meeting chaired by Prime Minister Narendra Modi on 23 and 24 September contemplation camp is being organised. In this two-day session organized with the aim of giving impetus to the priorities of the Central Government, administrative reforms and long-term national goals, all the Cabinet Ministers, Ministers of State and top administrative officials of the Union Council of Ministers are coming together on one platform. The main focus of this thinking camp is to prepare an ambitious roadmap to make India a fully developed nation by the year 2047.
On completion of 100 years of independence, the government is emphasizing on prompt implementation of policy decisions to make India a leader at economic, social, technological and global level. This meeting is not just a traditional review meeting, but there will be serious brainstorming on better coordination (Inter-Ministerial Convergence) between various ministries, simplifying the processes and making people-centric governance more effective.
During the Chintan Shivir, several specific technical and strategic sessions are being organized to give concrete shape to the long-term agenda of the Government. The focus of the deliberations mainly included 5 strategic areas:

Economic Growth and Employment Creation: There will be special sessions on firmly establishing India among the top economies of the world, promoting manufacturing, empowering the MSME sector and creating new future-proof employment opportunities for the youth.

Modern Infrastructure and Logistics: Under the PM Gati Shakti National Master Plan, measures to reduce logistics costs through multi-modal connectivity, national highways, railway modernization and expansion of ports will be discussed.

Digital Public Infrastructure and AI: Action plan to make government services transparent and accessible to the last person through Artificial Intelligence, Semiconductor Mission, Cyber Security and e-Governance.

Sustainable Development and Green Energy Transition: Expansion of solar energy, green hydrogen, biofuels and eco-friendly lifestyle (Mission LiFE) towards net-zero emissions targets.

Social Security and Inclusive Development: To take health, education, skill development and women-led development to the grassroots level.
The principle of Prime Minister Narendra Modi’s administrative model has always been that policies should not be limited to files, but their direct impact should be visible on the daily lives of citizens. In the camp, there will be an in-depth discussion on administrative reforms to make the working style of bureaucracy more efficient.
In the meeting, new targets will be set on repealing old laws, minimizing compliance burden and adopting digital monitoring systems to increase ‘Ease of Living’ and ‘Ease of Doing Business’. Apart from this, feedback will also be taken at the Cabinet level on the presentations prepared by Empowered Groups of Secretaries.
Another important aspect of this think tank is to break down the walls between ministries and work with a unified ‘Team India’ spirit. It is often seen that many big infrastructure projects get stuck due to delay in inter-ministerial approvals.
In this session, ministers and secretaries of various departments will sit together and make a common strategy for quick resolution of problems. All ministries will be directed by the Prime Minister to continuously review progress on 100-day priorities and concrete outcome-based targets for the next 5 years.
The goal of the year 2047 is not limited to achieving economic figures only, but it also includes improving the quality of life, huge increase in per capita income, improved education system and ensuring India’s strong position in global diplomacy.
In the Chintan Shivir, practical steps will be finalized to increase India’s share in global supply chains, achieve self-reliance in defense manufacturing and establish global leadership in space and deep-tech innovation.
