A historic and revolutionary step has been taken towards making Uttar Pradesh the biggest economic superpower of the country. The state government has prepared the complete outline of its ambitious document ‘Viksit UP@2047’ and sent it to the Prime Minister’s Office (PMO) for final recommendation, guidance and high-level approval. As soon as Prime Minister Narendra Modi’s valuable suggestions and final approval is given on this detailed file that reached Delhi from Lucknow, an unprecedented mega campaign of development will be started in the entire state.
These goals of Uttar Pradesh are being closely matched and coordinated with the master plan of ‘Developed India@2047’ being prepared at the national level by the Central Government. In coordination with NITI Aayog and the Centre’s economic advisors, it is being ensured that the development goals of the country’s largest state provide direct impetus to the national growth rate. A total of 17 states of the country, including Uttar Pradesh, are working on their respective 2047 vision on a war footing, out of which Gujarat, Andhra Pradesh, Odisha and Rajasthan have formally made their documents public. Now, as soon as the draft of Uttar Pradesh gets the green signal from New Delhi, the entire administrative machinery of the state will be engaged in mission mode to implement the set goals.
In the vision document, a phased and practical roadmap has been prepared to take the economy of Uttar Pradesh to historic heights. The first major milestone under the government’s strategy is to take the state’s economy to the level of $1 trillion by 2029-30. After building this strong economic foundation, in the next phase a target has been set to double the GSDP to $2 trillion by the year 2035-36.
The most grand and decisive phase of this plan will come out in the 100th glorious year of the country’s independence i.e. 2046-47, when it has been resolved to transform the economy of Uttar Pradesh into a giant of $6 trillion (six lakh crore dollars). This figure will not only make Uttar Pradesh the economic engine of India, but will also put the state at par with the GDP of many big developed nations at the global level. For this, an integrated network of industrial corridors, state-of-the-art expressway network, defense corridors, international airports and IT hubs is being created which will continue to attract investment.
The most public-welfare and revolutionary aspect of this master plan is related to the improvement in the individual living standards of the citizens. At present the per capita Gross State Domestic Product (GSDP) in Uttar Pradesh has been recorded at around Rs 1.24 lakh. According to the vision document, an ambitious target has been set to increase the average annual income of every citizen of the state to Rs 25 lakh by the year 2047.
This huge jump of almost 20 times in the income level is not just a paper estimate, but behind it lies a scientific strategy of diversification of agriculture, modernization of Micro, Small and Medium Enterprises (MSME), high-tech manufacturing and creating millions of high-income jobs in the service sector. When there will be such a massive increase in the purchasing power of the common citizen, there will be a huge surge in internal demand within the state, which will automatically provide an unprecedented boost to the local business, real estate, health and higher education sectors.
Uttar Pradesh’s contribution to India’s national economy is currently around 9.2 percent, which is increasing rapidly in line with the state’s vast land area and population. It has been clearly resolved in the vision document that by the year 2047, the total contribution of Uttar Pradesh in the national gross domestic product (GDP) will be directly increased to 20 percent. This simply means that when India will be counted among the top economic superpowers of the world, then one fifth of the total economic output of the country will be generated from the soil of Uttar Pradesh alone.
Once this historic goal is achieved, Uttar Pradesh will unquestionably become the top state contributing to the country’s economy without any competition. This change will completely change the old identity of Uttar Pradesh and establish it as the largest center of modern industry, innovation, financial services and global logistics.
In parallel with the economic data, this vision document also includes a complete blueprint for social and demographic reforms. The state government has set an unfulfilled target of achieving cent percent (100%) literacy rate across the state, in which digital literacy and vocational skill development will be made mandatory from the school level itself. This step will change the picture of the state in social harmony and human development index. Setting a very bold target on the employment front, an action plan has been made to reduce the current unemployment rate of 2.7 percent to a minimum of 0.5 percent, which will create a situation of practically full employment in the state. Additionally, the state aims to increase its urban population from present 24.54 per cent to 60 per cent by the year 2047. For this, Tier-2 and Tier-3 cities of the state will be developed as planned smart cities, satellite townships and industrial suburbs so that the rural population can easily get access to world-class civic amenities, high-paying jobs and modern lifestyle near their own district.
