Amidst the rapid changes in global geopolitical equations and heavy diplomatic pressure from Western countries, India and Russia have taken a big step towards further strengthening their decades-old strategic partnership and defense ties. During the visit from 16 September to 18 September 2026, the Army Chief will have in-depth discussions with top generals and policy makers of the Russian defense establishment on the expansion of bilateral military exercises, joint strategic priorities and accelerating the supply chain of Russian military equipment and essential spare parts, especially for the Indian Armed Forces.
According to the official statement issued by the Indian Defense Ministry in New Delhi, the primary objective of this official visit of Army Chief General Dheeraj Seth is to mold the deep defense cooperation that has been going on between the two friendly nations since independence into new defense dimensions. This visit is a direct testimony to the fact that New Delhi gives the highest priority to its strategic autonomy and is fully committed to maintaining continuous military dialogue with its traditional defense partners, irrespective of factionalism at the global level. During his three-day visit, the Indian Army Chief will hold bilateral military delegation level official talks with the Commander-in-Chief of the Russian Army, Colonel General Andrei Nikolayevich Mordvichev. The main focus of this meeting will be to increase the frequency of joint exercises between the armies of the two countries, sharing experiences of counter-terrorism operations in desert and mountainous areas and deepening the exchange of professional military education between the officers of the two armies. Both the commanders will share their practical findings on the role of drone strikes, electronic warfare and digital communication systems in the modern battlefield.
Apart from this, General Seth will visit the ‘National Defense Control Centre’ (NDCC), the most secure and technologically advanced headquarters of the Russian Army located in Moscow. Here the Indian Army Chief will meet top military commanders of the Russian Defense Ministry and take stock of the operations of the Modern Warfare Network. The main objective of the talks is to streamline the supply line and ensure timely delivery of frontline Russian weapons included in the Indian Army fleet. Although India is rapidly progressing on domestic defense manufacturing under the ‘Atmanirbhar Bharat’ campaign, there is still a large proportion of Russian origin weapons in the artillery, armored vehicles and air defense systems of the Indian Army.
The meeting is likely to set concrete timelines for timely delivery of modern engines and spare parts for T-90 Bhishma and T-72 main battle tanks, Pinaka-integrated Smerch multi-barrel rocket launchers, Igla-S air defense systems and spare parts for air defense missiles. Along with this, there will also be a discussion on increasing the production speed and localization percentage of AK-203 Kalashnikov assault rifles being manufactured under India-Russia joint venture at Korwa Ordinance Factory in Amethi, Uttar Pradesh. This conversation with Deputy Defense Minister Osmakov will play a decisive role in maintaining the operational preparedness of the Indian Army at the top level by eliminating the existing supply disruptions.
After concluding his official engagements and high-level diplomatic talks in Moscow, Army Chief General Dheeraj Seth will head to St Petersburg, Russia’s cultural and defence-technical capital. There he will take a detailed tour of the historic ‘Mikhailovskaya Military Artillery Academy’. Established in the year 1820, this prestigious military institute is considered to be one of the oldest and leading artillery and rocket engineering academies in the world. General Seth will meet with the top commandants, faculty members and researchers of the academy there to discuss technical issues related to the development of modern artillery, precision guided munitions and hypersonic ballistic systems.
The Defense Ministry has officially reiterated that this visit of Army Chief General Dheeraj Seth to Russia is a strong symbol of the continuity of the India-Russia Special and Privileged Strategic Partnership.
