The Central Government has made a huge and revolutionary change in the rules of post-matric and other scholarship schemes available to Scheduled Caste (SC) and Other Backward Class (OBC) students. According to the new official order, now there will be no need for students of these two categories to submit Domicile Certificate to avail the scholarship. With this single decision of the government, more than 1.2 crore needy students across the country will directly get freedom from visiting government offices and paper delays.

Under the old rules, while applying for scholarship, it was mandatory for the students to provide the domicile certificate of their respective state. Many times, due to the delay of Tehsil and government offices at the local level, this certificate could not be prepared on time, due to which thousands of eligible students were deprived of scholarship as the last date of application had passed. Considering this ground problem seriously, the government has completely abolished this rule. Now the scholarship process can be completed in a very easy and digital mode only through Aadhar Card, Caste Certificate and Income Certificate.
National Scholarship Portal (NSP) will be completely upgraded
To implement this historic change, the Central Government has issued instructions to modernize and completely upgrade the National Scholarship Portal (NSP). Now the option to upload domicile while applying on the portal will be removed. Instead, student data will be directly verified through DigiLocker and Aadhaar seeding. With this new transparent system, not only will the scholarship money be transferred directly to the bank accounts of the students (through DBT) very quickly, but the scope for middlemen and fraud will also be completely eliminated.
Bumper benefit to local students of states like UP, Bihar, MP and Rajasthan
If seen at the geographical and local level (Geographical Optimization), the biggest and direct benefit of the change in this rule will be given to the students living in rural and remote areas of states like Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan, Maharashtra and Jharkhand. In these states, students often had to spend weeks and face a lot of trouble to get the local residence certificate made. Apart from this, students who are studying outside their home state in other states (like Delhi, Bengaluru or Pune) are also now freed from the compulsion of going back to their home and getting domicile made forever.
