In Bihar, the administrative staff has taken a very big and shocking action against corruption in the Public Distribution System (PDS) and government ration system. A very big syndicate that was robbing the poor families of the state of their entitled ration has been busted. A sensational game of large-scale grain misappropriation and black marketing has been exposed in a main warehouse of the Food Corporation of India (FCI). During surprise inspection and intensive investigation, about 324 quintals of government rice and wheat were found mysteriously missing from the warehouse. As soon as this mega-scam came to light, there was a stir from the district administration to the headquarters of the Food and Consumer Protection Department.
The warehouse echoed at midnight on confidential information, the team of officers were shocked when the sacks fell.
According to the information received, the District Administration and Sub-Divisional Officer (SDO) were continuously receiving confidential inputs for the last several days that government food grains from the FCI warehouse were being sold at high prices to private dealers and in the open market in the dark of night. On the basis of this concrete information, a joint team of administrative officials, commodity experts and heavy police force surrounded the warehouse complex late in the night and conducted a sudden raid. When the team started matching the stock inside the warehouse with the government register and counting each bag, the officials were stunned. Out of the grains which on paper should have been safe in the warehouse, 324 quintals of grains were completely missing from the ground.
This black marketing racket was being run by making fake entries and manipulating government documents.
Initial investigation has made it clear that this scam was not a one-day mistake, but was going on in a planned manner for a long time. With the connivance of warehouse management and middlemen, fake entries were being made during loading and unloading of grains in government trucks. This ration, which was to be distributed to the poor, was being dumped through trucks directly at private mills and black marketeers’ places. The investigation team has seized many suspicious documents, computer hard disks and records of digital weighing machines from the spot. Officials believe that if the records of the last six months are scrutinized, the scam could reach several thousand quintals.
Many big fish including warehouse manager will be punished, orders to register FIR
The administration has taken a very strict stance considering this entire matter as a direct attack on the rights of the poor. In view of the seriousness of the matter, the District Magistrate (DM) has issued strict instructions to register a named FIR against the concerned FCI Warehouse Manager, Assistant Warehouse Incharge and transport contractors on the basis of the report of the investigation team. Along with this, the warehouse has been sealed with immediate effect and lifting of any kind of grain from there has been completely banned till further orders. The police have detained some suspects involved in the case and started questioning them.
Ration mafia is no longer in trouble, government warehouses of the entire district will be audited
After this major action, the district administration has made it clear that the ration mafias who black market the ration of the poor will not be spared at any cost. After this big game was exposed, now it has been decided to conduct random digital audit of all other government food grain warehouses and Public Distribution System shops (PDS Shops) of the district. The government is now going to further strengthen the GPS tracking system on grain trucks so that every bag of grain coming out of the warehouse can directly reach the poor consumers in a transparent manner. Due to this all-round action, there is an atmosphere of great panic among the corrupt officials and hoarders of the entire state.
