A major and decisive step has been taken towards ensuring the supply of clean and safe drinking water in the rural areas of Jharkhand. An important Memorandum of Understanding (MoU) has been signed between the Department of Drinking Water and Sanitation, Union Ministry of Jal Shakti and Government of Jharkhand to implement Jal Jeevan Mission (JJM 2.0).
The main objective of this tripartite agreement signed after the approval of the Chief Minister is to make every Gram Panchayat of Jharkhand completely ‘Har Ghar Jal’ certified by December 2028. Copies of this scheme have been sent to the Chief Secretary, Additional Chief Secretary to the Chief Minister, Secretary of the Finance Department and the Central Ministry for official action.
Funds will not be available due to negligence: Center has strict conditions
In the MoU, the Central Government has clarified strict rules regarding financial discipline:

Penalty on delay: The Central Government will not provide any additional financial assistance in case of any administrative laxity, time delay or cost overrun in the implementation of the scheme.

Performance Based Budgeting: Future fund allocation to Jharkhand will depend on how quickly the state government implements policy reforms.

mid term Review: Year mid 2027 A comprehensive review (Mid-term Review) will be conducted of the promises, physical and financial progress made under this entire agreement, on the basis of which the further strategy will be decided.
‘Dual Utility System’: Micro and Macro Utility Framework
A ‘Dual Utility System’ will be implemented in the state by bringing major legal and administrative reforms in the rural water supply sector, so that accountability can be fixed at the grassroots level:

Micro Utility (at village level): The entire responsibility of water pipeline laid, distribution and daily maintenance within the village rests with the Gram Panchayat and its Standing Committee i.e. ‘Village Water and Sanitation Committee’ Will be done.

Macro utility (at state/regional level): Grid operation of large scale water source management, water purification and bulk supply systems will be done at this regional level.
Will hand over the responsibility from ‘Jal Utsav’, command to women
Social campaigns will be used to ensure ownership and engagement of local communities on water supply systems:

Water Festival and Water Offering: After completion of the rural infrastructure work, the infrastructure will be handed over to the Gram Panchayats and community through ‘Jal Arpan’ program by celebrating ‘Jal Utsav’.

Responsibility of women SHG: Women Self Help Groups (SHGs) are being associated with the support of ‘State Rural Livelihood Mission’ for regular monitoring of purity and quality of water. These women will regularly test water samples through Field Test Kit (FTK) and upload the results on the digital platform.
Training to rural youth: Will become ‘Tal Jal Mitra’
A strong human resource policy has been formulated for efficient technical operation of pipelines and water systems:

NSQF Level-4 Training: Rural Operators as per National Skills Qualification Framework (NSQF) Level-4 norms ‘Tap Jal Mitra’ Or ‘Water Distribution Operator’ Will be prepared as.

Institute: This technical training will be given through government ITI and polytechnic institutes of the state, which will also create employment at the local level.
‘Sujal Gaon ID’ and digital monitoring
The help of state-of-the-art Digital Public Infrastructure (DPI) is being taken to ensure 100% transparency in the scheme:

Sujalam Bharat Platform: All water supply schemes and assets will be mapped on the ‘Sujalam Bharat’ DPI platform and each village will be allotted a unique ‘Sujal Village ID’.

Geo-referencing: All assets will be geo-referenced on the PM Gatishakti platform.

Citizen Tracking: Common citizens will be able to see live information about the progress of their Panchayat through ‘Meri Panchayat’ mobile app and Gram Panchayat dashboard. Along with this, ‘Command and Support Centres’ will also be established at the state and district level.
4 main pillars of sustainability framework
The State Government has identified four key strategic pillars to formulate a long-term ‘Sustainability Framework’:

To smoothly implement this framework, the government August 2026 An initial timeline has been fixed within which the basic rules and revenue models will be notified.
